The office of Clerk of the Court William Suter denies applicants and petitioners, as well as the public at large, the right to distinguish, which cases were duly reviewed by the Supreme Court of the United States, and which ones were not.
Los Angeles, January 25 –Joseph Zernik, PhD, of Human Rights Alert (NGO) has filed a request with the US Congress Judiciary Committees and the House Rules Committee for impeachment of Clerk William Suter of the US Supreme Court for violations of his Oath of Office.
Third party declarations regarding repeated failed attempts to discover any valid judicial records in the paper court files, and entire denial of access to the electronic records of the Court, as well as records, which were served by the office of Clerk William Suter on petitioners and applicants, have been provided as the core evidence for the request.
The request alleges that the office of Clerk William Suter routinely violates the First Amendment right to inspect and to copy court records and the Due Process right for notice and service.
The request alleges that Clerk William Suter denies applicants and petitioners, as well as the public at large, the right to distinguish, which cases were duly reviewed by the Court, and which ones were not. Such conduct renders judicial proceedings of the highest court of the land vague and ambiguous.
The conduct of Clerk William Suter should be considered of the highest public policy significance, because of the nature of the cases that are listed in the request, petitions and applications for the protection of their rights against alleged abuse by government and by large corporations. Some of the cases, ranging from 2007 to 2011, also pertain to matters, which are noted in the 2010 UPR (Universal Periodic Review) of Human Rights in the United States by the Human Rights Council (HRC) of the United Nations as “corruption of the courts” [2] and denial of the right for Habeas Corpus in the United States. [3]
The conduct of Clerk William Suter is alleged in the request as violation of his Oath of Office, and violation of his duties and obligations pursuant to the Judiciary Act of 1789, including, but not limited to: denial of Access to Justice, denial of Equal Protection, Deprivation of Rights under the Color of Law, and/or Misprision of Felonies; therefore - impeachable offences.
Additional measures are proposed in the request for restoring the integrity of the offices of the clerks of the US courts. The US Congress enacted laws, presidential directives were issued, regulations were promulgated, and systems were implemented for authentication and validation of e-government in the Executive Branch. In contrast, the US courts implemented electronic court systems and electronic court records with no legal foundation. Therefore, the request also urges the US Congress to enact federal rules of electronic courts.
Regardless, the request notes that no measure can substitute for vigilance of the public at large, and computing professionals in particular, in “keeping a watchful eye” on the courts.
Notice was given to the United Nations Human Rights Council, in view of the pending final vote on the 2010 UPR of Human Rights in the United States by the United Nations.

Bill Richardson, New Mexico Democratic Governor, nominated for Commerce Department Secretary. He withdrew on January 4 after it emerged that he was the subject of a Grand Jury investigation for influence peddling, due to his awarding of a $1.5 million state contract to political contributors.
Tom Daschle, Former South Dakota Democratic Senator, nominated for Health and Human Services Secretary. He withdrew on February 3, admitting that he had failed to pay more than $100,000 in taxes on a car and driver provided by a friend and on consulting fees after he left the Senate.
Nancy Killefer, former Assistant Secretary for Management and Chief Financial Officer of the Treasury Department during the Clinton administration, nominated for Deputy Director at the Office of Management and Budget and Chief Performance Officer. Killefer withdrew on February 3 because of a lien against her home for failure to pay unemployment tax for household help.
Hilda Solis, nominated for Labor Secretary, was confirmed on February 11 even though her husband had liens against his business going back 16 years. He paid $6,400 owed a day before her confirmation hearing.
Timothy Geithner, nominated and confirmed on February 24 for Treasury Secretary. Annette Nazareth, who was to be nominated for Treasury Deputy Secretary, abruptly announced on March 5 she was stepping aside for "personal reasons."
Caroline Atkinson, nominated for Undersecretary of International Affairs, abruptly withdrew on March 5 as well.
Because of the long list of nominees who withdrew for tax problems, their withdrawals are forever tainted with a cloud of suspicion.
Dr. Sanjay Gupta, Obama's first pick for Surgeon General, withdrew on March 5 without citing a reason. Sources close to the Dr. hinted that he did not want his name associated with a failing administration that is increasingly percieved as corrupt.
Former Dallas Democratic Mayor Ron Kirk, nominated for Trade Representative, failed to pay $10,000 in back taxes for speaking fees over three years. He faced Senate questioning on March 9 over it, but is expected to win confirmation. He has agreed to pay $9,975 in back taxes from 2005-2007.
