Regarding "MILES", I understand that he is an exception to the rules, by
your instructions.

I wanted to share with you the reasons that I previsouly thought it unwise
to provide "MILES" such exception:
- MILES describes himself as an "unaffiliated Karaite".  However, he hangs
out and participates in activities of a group, that is seen by Israeli
security forces and/or affiliates as Temple Mount [Har HaBait] radicals.
- MILES repeatedly invites me to participate in such activities, most
recently, MILES was helping the group build a Sukkah on public land in
Mount Zion and invited me a number of times to visit and stay in that
Sukkah. I always declined, and prefer to accept the invitations from
Avraham Hostel.
- In his first weeks in the Hostel, SHMUEL/HAIM also repeatedly invited me
to participate in the activities of the same group, invitations, which I
always declined as well.
- SHMUEL/HAIM hangs around the same group under the cover name YOEL.
- The second-hand clothing shop, where MILES now lives, and where he
claims he is the sole person night and day, is said by YAAKOV to be
YAAKOV's property, inheritance from his late parents.
- YAAKOV, about 25, defines himself as a follower of the "Love
Revolution".  At the same time, he is explicit about being under SHABAK
surveillance since age 17, after his brother got stabbed in the Jewish
Quarter by Arabs.
- YAAKOC claims to have been exempted from service in IDF on the same
grounds.

IN CONCLUSION:
There is no way that I can determine, what "MILES" true affiliation(s)
is/are.
Regardless, I believed, but deferred to your decision in this matter, that
the Hostel should not give favorite treatment to those, who may be
affiliated, one way or another, with groups that advocate any type of
violence.
