RE: Volevlsky-Karny park - garbage collection was terminated and most garbage cans removed.

Dear Mr Zluf:

For over a week no garbage collection is in operation in the Volovelsky-Karny park and most of the green garbage cans were removed.

I hope that this is a case of a human error, and not a repeat of the Tel-Aviv Municipality conduct a year ago. Then, I had to engage in lengthy correspondence and regularly send photographs of the garbage situation in the park, since Municipality staff issued false reports. As part of the situation then, I also initiated an international event "Tel-Aviv - Trash Party", to which senior Municipality officers were invited.... (the invitation is enclosed, and Attorney Kalai was provided with links to the camp archive, where he may find the correspondence, which lasted for months).

Last year, the evidence led to the clear conclusion that the unbecoming conduct was orchestrated by the Quarter Director's office. Now, since there is also a matter (where I am not a party) pending before the court, should I assume that the matter was also coordinated with the Legal Department?

If this is not a human error, should I assume that this is a collective punishment retaliatory action against "ungrateful street persons" (as senior Municipality officers were quoted by the press)?

I hope that you would be able to address the situation immediately, and I will get back to you in this regard in the middle of next wee to report on the situation in the field.

מר זלוף הנכבד,

כבר מעל לשבוע שאין מתבצע פינוי אשפה בגן וולובלסקי-קרני ונלקחו מרבית המכלונים הירוקים.

אני מקווה שזאת טעות אנוש, ואין כאן חזרה לדגם ההתנהלות של עיריית ת"א לפני שנה.  אז נאלצתי לעסוק בהתכתבות ממושכת ולשלוח באופן סדיר צילומים של מצבת האשפה בגן, כיוון שפקידי עירייה שלחו דיווחים כוזבים.  במסגרת המצב אז, גם יזמתי את האירוע הבינלאומי "תל אביב - חגיגה בזבל", אליו הוזמנו גם פקידי העירייה הבכירים.. (ההזמנה מועתקת להלן, ועו"ד חגי קלעי קיבל קישורים לארכיון המאהל, שם יוכל למצוא את ההתכתבות, שנמשכה חודשים), 

בשנה שעברה, הראיות הובילו למסקנה הברורה, שההתנהלות הבלתי הולמת תואמה על ידי משרד מנהל הרובע.  עתה, כיוון שיש גם עניין (שאיני צד בו) העומד ותלוי בבית המשפט, האם צריך לשער שהעניין גם תואם עם המחלקה המשפטית?

אם אין זאת טעות אנוש, האם עלי להסיק שזאת פעולת תגמול קולקטיבית נגד "דרי רחוב כפויי טובה" (כפי שצוטטו בכירים בעירייה בתקשורת)?

אקווה שתוכל לטפל בעניין מידית, ואחזור אליך בנידון באמצע השבוע הבא לדווח על המצב בשטח.
