Attorney Richard Fine - Los Angeles Political Prisoner: : Partial Acceptance of Complaints by the Sheriff and Unconfirmed End to False Hospitalization.

Los Angeles, March 10 - Following long delays, and thanks to assistance by Los Angeles County Ombudsman Stephanie Maxberry and the Honorable Michael Antonovich, Supervisor, the Sheriff's Department of Los Angeles County finally provided partial acknowledgement of complaints filed regarding alleged abuses related to the false hospitalization of Richard Fine and others.  In parallel - unconfirmed news was received that the false hospitalization and solitary confinement of Richard Fine came to an end and he was moved to the GP (general population) section of the Men's Central Jail.

The March 10, 2010 fax received by Los Angeles County resident Dr Joseph Zernik from the Sheriff's Department [1] must be deemed partial and unreasonable response, [2] yet it was the first acknowledgement by the Sheriff's Department of complaints pertaining to the false arrest and hospitalization of Richard Fine and others, and various corrupt and abusive practices of the Los Angeles justice system - incuding the Superior Court and the Sheriff's Department.  The Sheriff's fax response aggregated four (4) specific complaints out of a total of nine (9) submitted, into one complaint, and issued on such aggregate two conflicting complaint numbers.

The four complaints acknowledged so far were the following:

1) Complaint #1 - False arrest and booking data for the falsely hospitalized Attorney Richard Fine, which the Sheriffs Department refused to correct.

Through over half a year of communications with the Sheriff's Department, the Sheriff insisted on continuing the online publication of false records - stating that Richard Fine was arrested and booked by the non-existent Municipal Court of San Pedro. In fact, Richard Fine was falsely arrested on March 4, 2009 in the downtown courthouse, City of Los Angeles, with no warrant at all.

The Sheriff's Deputy at the Annex of the Superior Court at San Pedro denied that a booking terminal existed there. He further denied that Richard Fine or anybody else was ever booked there.  The Sheriff's Department, even after intervention by Michael Antonovich, denied access the actual Warrant or LA County Booking Record of Richard Fine, claiming that it was not required by California Public Records Act to provide records which did not exist.

The plausible conclusion regarding the facts in the matter was that somewhere in San Pedro the Sheriff's Department kept operating an illegal booking terminal, registered under the no longer existent Municipal Court of San Pedro, from a decade ago -  the time that a Municipal Court did exist in San Pedro. Furthermore, on March 4, 2009 the Sheriff's Warrant Detail used such illegally operated booking terminal to conduct the illegal bookings of Richard Fine, since no valid records existed to provide the legal foundation for the arrest and booking. However, since the Sheriff's Department recognized that it was an illegally operated booking terminal, it conveniently considered it as if such records did not exist at all, and denied access to the LA County Booking Record of Richard Fine, in disregard of the California Public Records Act.

2) Complaint #2 - False or Missing Information Regarding Arrest and Booking of Numerous Inmates Held by the Sheriffs Department

The details described above, pertaining to Richard Fine, regarding the publication of false records in the online Inmate Information Center, while denying access to California Public Records, which were arrest and booking records of Los Angeles Inmates, were alleged as a large scale practice by the Sheriff's Department, associated with large-scale false arrests and jailing. [3] Such corrupt and abusive practices by the Superior Court of California, County of Los Angeles, and the Sheriff's Department were alleged as a direct extension of the Rampart scandal, whose victims, the Rampart-FIPs (Falsely Imprisoned Persons) are yet to be released.[4]

3) Complaint #3: False Hospitalizations With No Probable Medical Cause, Appearing As Cover Up For False Imprisonments.

Complaint was filed specifically against John Clark, Chief Medical Officer of the Sheriff's Department, for abusive medical practices, in allowing the false, coerced hospitalizations, including psychiatric hospitalizations, of individuals who complained about the corrupt Los Angeles justice system, including, but not limited to Attorney Richard Fine, Attorney Ronald Gottschalk, and others.  It was alleged that such practices were employed to cover up false arrests and jailings and as retaliation against political dissidents.

4) Complaint #4: Alleged widespread corruption in bail/bond operations

Among the false records routinely published by the Sheriff's Department in its online Inmate Information Center, particular complaint was filed regarding the routine publication of bail/bond amounts as $0.00, in disregard of the true bail/bond sums that were paid.  In parallel, neither the Sheriff's Department nor bail/bond agents would provide any records of the true financial transactions involved.  It was alleged that such practices were inconsistent with honest financial administration, and upon discovery/investigation were likely to reveal large-scale corruption of bail/bond operations, and embezzlement of funds.

It remained to be seen how the Sheriff's Department would address such complaints. Repeat requests were forwarded to Los Angeles County Ombudsman Stephanie Maxberry and the Honorable Michael Antonovich, Supervisor, requesting  honest, valid, and effectual issuance of individual complaint numbers of each of the complaints above, as well as the remaining five (5) complaints.

Los Angeles, 10 de marzo - Después de largas demoras, y gracias a la asistencia de Condado de Los Angeles Stephanie Maxberry Defensor del Pueblo y el Honorable Michael Antonovich, Supervisor del Departamento del Sheriff del Condado de Los Angeles ofreció por fin el reconocimiento parcial de las denuncias presentadas en relación con los presuntos abusos relacionados con la falsa de hospitalización de Richard Fine y otros. En paralelo - noticias sin confirmar que se recibió la hospitalización falsa y confinamiento solitario de Richard Fine llegó a su fin y fue trasladado a la GP (población general) la sección de la cárcel central para hombres.
El 10 de marzo 2010 fax recibido por el residente del Condado de Los Angeles Dr. Joseph Zernik del Departamento del Sheriff [1] debe considerarse una respuesta parcial e irracional, [2] Sin embargo, fue el primer reconocimiento por el Departamento del Sheriff de quejas relativas a la detención falsa y la hospitalización de Richard Fine y otros, y diversas prácticas corruptas y abusivas del sistema de justicia de Los Angeles - incluido el Tribunal Superior y el Departamento del Sheriff. De respuesta de fax del Sheriff agregados cuatro (4) las quejas específicas de un total de nueve (9) presentó, en una queja, y se publicó el total de esos dos números de denuncia en conflicto.
Las cuatro denuncias reconocido hasta la fecha fueron los siguientes:
1) Queja # 1 - falso arresto y los datos de la reserva para el falsamente hospitalizados abogado Richard Fine, que el Departamento del Sheriff se negaron a corregir.
A través de más de medio año de las comunicaciones con el Departamento del Sheriff, el Sheriff insistió en continuar la publicación en línea de registros falsos - que indique que Richard Fine fue arrestado y fichado por la inexistencia de la Corte Municipal de San Pedro. De hecho, Richard Fine fue falsamente arrestado el 4 de marzo de 2009 en el palacio de justicia en el centro, la Ciudad de Los Ángeles, sin mandato judicial a todos.
El alguacil en el anexo de la Corte Superior de San Pedro negó que un terminal de reserva existente en dicho lugar. Asimismo negó que Richard fino o de cualquier otra persona nunca se había reservado. El Departamento del Sheriff, incluso después de la intervención de Michael Antonovich, niega el acceso de la orden de captura o de condado de Los Ángeles Reserva Registro de Richard Fine, alegando que no estaba obligada por Ley de Registros Públicos de California para proporcionar los registros que no existían.
La conclusión plausible sobre los hechos del asunto es que en algún lugar en San Pedro del Departamento del Sheriff mantendrán en funcionamiento una terminal de reserva ilegal, registrada bajo el ya no existe la Corte Municipal de San Pedro, desde hace una década - el tiempo que un tribunal municipal existía en San Pedro. Además, el 4 de marzo 2009 de obtención del Sheriff Detalle utilizados, que funcionan ilegalmente reserva terminal para realizar las reservas ilegal de Richard Fine, ya que no existían registros válidos para establecer la base legal para la detención y la reserva. Sin embargo, desde el Departamento del Sheriff reconoció que era una terminal de reserva que funcionan ilegalmente, se considera conveniente, como si esos registros no existen, y se les niega el acceso a la Reserva del Condado de LA Registro de Richard Fine, haciendo caso omiso de los Registros Públicos de California ley.
En cuanto a la detención 2) Queja # 2 - Falso o falta de información y de reservas de los reclusos numerosas reuniones por el Departamento del Sheriff
Los datos descritos anteriormente, relacionados con Richard Fine, en relación con la publicación de las actas falsas, en el Centro de Información de los Reclusos en línea, al tiempo que niega el acceso a los Registros Públicos de California, que se reserva la detención y los registros de reclusos de Los Ángeles, se denunció como una práctica a gran escala por del Departamento del Sheriff, asociado a gran escala de detenciones ilegales y encarcelamiento.[3] Tales prácticas corruptas y abusivas por el Tribunal Superior de California, condado de Los Ángeles, y el Departamento del Sheriff se denunció como una extensión directa del escándalo de Rampart, cuyas víctimas, la muralla-FIP (secuestrada personas) son aún ser liberados. [4]
3) Queja # 3: Hospitalizaciones falsos sin causa médica probable, que aparece como encubrir falsos encarcelamientos.
Demanda se presentó específicamente en contra de John Clark, Médico Jefe del Departamento del Sheriff, por prácticas abusivas de médicos, en permitir que el falso, hospitalizaciones forzadas, incluidas las hospitalizaciones psiquiátricas, de las personas que se quejaban sobre el sistema de justicia corrupta de Los Angeles, incluyendo pero no limitado al abogado Richard Fine, abogado Ronald Gottschalk, y otros. Se alegó que estas prácticas se utilizaron para cubrir falsos arrestos y encarcelamientos, y como represalia contra los disidentes políticos.

Entre los registros falsos habitualmente publicados por el Departamento del Sheriff en su línea de Internos Centro de Información, la denuncia de particular, fue presentada en relación con la publicación habitual de fianzas y cantidades de bonos de $ 0,00, haciendo caso omiso de la libertad bajo fianza de verdadero / sumas de bonos que se pagaron. Al mismo tiempo, ni el Departamento del Sheriff, ni fianzas y los agentes de fianzas se presentó ningún registro de las transacciones financieras que participan verdad. Se alegó que estas prácticas son incompatibles con la administración financiera honesto, y en el descubrimiento / investigación era probable que revelan la corrupción a gran escala de fianzas y las operaciones de bonos, y la malversación de fondos.
Quedaba por ver cómo el Departamento del Sheriff que tramitar dichas denuncias. Repita solicitudes se enviaron a Condado de Los Angeles Stephanie Maxberry Defensor del Pueblo y el Honorable Michael Antonovich, Supervisor, solicitando la emisión honesta, válida y eficaz de los números de denuncia individual de cada una de las quejas anteriormente, así como las restantes cinco (5) denuncias.
