When officials hijack language, there's often a reason! Concocting terms with nicer, kinder, gentler connotations is a basic manipulation tool, a kind of Propaganda 101. Heck, they don't even call it "war" anymore. "Overseas Contingency Plan" sounds a lot nicer. (And LOL, I suppose it fools some people but how can you trust anyone who draws fake eyebrows above their real ones?!)
