Subject: Richard Fine, large-scale false imprisonments, and the corrupt justice system of Los Angeles County, California

Dear Dianne:

Thank you again for your help in such simple acts, which help in establishing documentary evidence of the wrongdoing perpetrated on Richard Fine.  Please notice my most recent complaints. [1] [2] [3] These complaints provided rather good detail of the evidence of fraud by various parties in the Los Angeles justice system relative to the false imprisonment/ hospitalization of Richard Fine, and large-scale false imprisonments of many thousands.  I would be grateful if you concurred by filing your own complaints on such matters.

The parties listed in the complaints included, but were not limited to:
  • a) Judge Davis Yaffe and Clerk John A Clark of the Los Angeles Superior Court - who conducted the "off the record" March 4, 2009 9:00-11:05 am sentencing proceeding in Marina v LA County (BS109420);
  • b) The Sheriff's Warrant Detail - who conducted on March 4, 2009 11:05 am warrantless arrest;
  • c) An Unnamed Sheriff Deputy - who operated March 4, 2009 12:23 pm a falsely registered booking terminal - under the no- longer-existent San Pedro Municipal Court;
  • d) Sheriff's Bureau - which insisted on repeatedly providing false responses October 2009 - January 2010 in response to requests for California Public Records, and refused to produce the California Public Records for the arrest and booking of Richard Fine, and
  • e) John H Clark, MD - Chief Medical Officer of the Sheriff's Bureau - who allowed false hospitalization with no medical justification for almost a year - March 4, 2009 to this date as a cover up for false imprisonment of Richard Fine. 
All these parties were colluding in the false hospitalization of Richard Fine. However, as detailed in the complaints, the evidence showed large-scale false imprisonments in Los Angeles County, going back at least a decade to the Rampart -scandal (1998-2000), whose victims - thousands of Rampart-FIPs (Falsely Imprisoned Persons) were never set free.

The Complaints linked below were filed with:
  • a) The Sheriff Department;
  • b) The Los Angeles County Ombudsman, and 
  • c) My Supervisor - Michael Antonovich
All three offices were reluctant to accept such complaints, and I had to insist that the complaints be accepted as such (e.g. not concerns, not requests, but Complaints). The Sheriff's Department would not provide any written response absent inquiry by Office of Supervisor Antonovich. Office of the Ombudsman first claimed that it had no authority to review complaints against the Sheriff's Department, and later - that it had no authority to review complaints that had no "Complaint Number" issued by the Sheriff's Department itself. The Office of Supervisor Antonovich was helpful in the past. However, now that we are getting to the crux of the matter, staff in his office suggested that I would be better off suing the Sheriff - as if we, who live in Los Angeles County, California, had access to honest courts.

I would be grateful if you would file such complaints as well.  You may simply copy them and add your cover letters on top, or cut and paste as you deem fit.   Please file such complaints with:
I usually file my complaints by email, with an automatic request for confirmation.  I routinely receive the return confirmation from County agencies. I file my complaints as attachments, which are digitally signed letters, so that no claims could be made that they were not valid.  I therefore listed above only email addresses.  If you know others who may be willing to file such complaints, particularly with the remaining Supervisors, I would be grateful. If nothing else, it simply tells the County agencies that we figured out their fraudulent conduct. Otherwise, I hope that such multiple complaints by different individuals, other than myself, would make it easier for me to file a complaint before an international Human Rights court on this matter. I would be grateful if any persons who filed such complaints copied me on them, so that I may keep count of such complaints.

Thank you for your interest and for sharing with me the January 27, 2010 letter from Supervisor Zev Yaroslavsky. 
I am surprised that Mr Yaroslavsky created  such letter replete with false information. You could use my letter linked below, in requesting Mr Yaroslavsky for input regarding false imprisonments in Los Angeles County, California.  In response to Mr Yaroslavsky, you may also want to use the response I received from his colleague, Michael Antonovich, where the Sheriff's Department finally admitted that it had no papers for the arrest and booking of Richard Fine, and therefore, were not required by California Public Record Act to produce such papers in response to my requests.
The story propagated in Supervisor Yaroslavsky is false, since it contradicts the data purported by the Sheriff's Department as the legal foundation for the false hospitalization - some unknown court action at the non-existent San Pedro Municipal Court.  Had there been any validity to the story propagated by Supervisor Yaroslavsky, surely the Sheriff's Department would have kept honest, valid, and effectual records to provide the legal foundation for the false hospitalization of Richard Fine. Even after the fallacy of the records provided was repeatedly pointed out to the Sheriff's Department, the Department insisted on producing such false records again in response to inquiry by Supervisor Antonovich.
Please feel free to quote or copy this letter in your response to Supervisor Antonovich.

I was unable to raise the issue at the annual Benedict Canyon Association mtg. @ the Beverly Hills Hotel on 1/25 in person with Yaroslavsky because the BCA would only allow paid members to address Suprvsr. Yaroslavsky and Councilperson Koretz, which I think was discriminatory. 
 
FYI - It has been a month since I filed my request to access JV (Superior) court records re my case and have not received a response.

  5. John H. Clark, MD - Oficial Médico en Jefe de la Oficina del Sheriff - que permitieron que la hospitalización falsa sin justificación médica durante casi un año - 4 de marzo de 2009 hasta esta fecha como un encubrimiento por detención ilegal de Richard Fine.
Todos estos partidos fueron cómplices de la hospitalización falsas de Richard Fine. Sin embargo, como se detalla en las denuncias, las pruebas mostraron gran escala encarcelamientos falsos en Condado de Los Angeles, que se remonta por lo menos una década en el escándalo de Rampart (1998-2000), cuyas víctimas - miles de Rampart-FIP (falsamente las personas encarceladas ), nunca fueron puestos en libertad.
Las quejas relacionadas a continuación se presentaron con:

  1. El Departamento del Sheriff;
  2. El Condado de Los Angeles Defensor del Pueblo, y
  3. Mi supervisor - Michael Antonovich
Las tres oficinas se mostraron reacios a aceptar esas quejas, y tuve que insistir en que las quejas se aceptarán como tales (por ejemplo, no se refiere, no peticiones, pero las quejas). El Departamento del Sheriff no aportaría ninguna respuesta por escrito en la investigación de ausencia por la Oficina de Supervisor Antonovich. Oficina del primer Defensor del Pueblo afirmó que no tenía autoridad para examinar las reclamaciones contra el Departamento del Sheriff, y más tarde - que no tenía autoridad para revisar las quejas de que no tenía "Número de queja", emitido por el Departamento del Sheriff en sí. La Oficina del Supervisor Antonovich ha sido útil en el pasado. Sin embargo, ahora que estamos llegando al quid de la cuestión, el personal en su oficina me sugirió que sería mejor que demandar al Sheriff - como si nosotros, que vivimos en el condado de Los Ángeles, California, tenía acceso a los tribunales honestos.
