Election computer fraud in 2015?  MK Elharar is asked to help...
In view of publications, which raise suspicions of computer fraud in the Central Election Committee in 2015, FOIA request was filed on the Knesset.  The request pertains to development, validation, implementation, operation and security of IT systems of the Central Election Committee. The Knesset FOIA office confirmed receipt of the request, but so far failed to duly issue a FOIA request number.  Circumstances, where the Knesset is not ready, willing, able to uphold FOIA (which it enacted), pertaining to IT systems of the Central Election Committee (which it established), and which is a central tool in lawfully establishing the Knesset itself, must raise concerns that the Knesset is not elected and does not operate as a lawful legislative body, but under control of the Deep State apparatus...
The fraud in government IT systems of the past decade amount to unannounced regime change in Israel...

Dear MK Elharar:
On August 25, 2016, I filed the FOIA request, referenced above, fees duly paid. [1] The Knesset FOIA Office confirmed receipt. However, I have not received the due FOIA request number with the confirmation of receipt.
On September 10, 2016, I filed a request for due issuance of FOIA request number. The Knesset FOIA Office confirmed receipt of my additional request as well. However, I have not received the due FOIA request number to this date. [2]
I would be grateful for any assistance that you may be able to provide in ensuring due, lawful processing and response by the Knesset on FOIA request in re: IT systems of the Central Election Committee.

A. IT systems of the Central Election Committee
The requested information pertains to IT systems, which are used by the Central Election Committee for monitoring conduct of the election in the various polling stations, for collection and maintenance of voting data from the polling stations, for processing of the data for calculation of election outcome, and for publication of the data in the Central Election Committee web-sites.
1. Compliance of development and implementation of the systems with Treasury Accounting Office Standards, and October 28, 1991 Cabinet Decision 103/eco, pertaining to development and maintenance of IT systems:
a. Documentation of existence of specifications in conjunction with the signing of contrasts for system development by a State employee, including but not limited to his name, title, documentation of his lawful appointment pursuant to the State Service Regulations.
b. Documentation of core management of IT systems development by a State employee, including but not limited to his name, title, documentation of his lawful appointment pursuant to the State Service Regulations.
c. Documentation of independent examination and validation of IT systems prior to implementation by a State employee, including but not limited to his name, title, documentation of his lawful appointment pursuant to the State Service Regulations.
2. Who holds the ultimate administrative authority for such IT systems?
3. Which State authorities hold the responsibility for securing such systems?
4. Who were authorized to publish data, pertaining to the 20th Knesset election outcome, in the Central Election Committee website? (e.g., portal: http://votes20.gov.il/ballotresults)
