Dear Attorney General Holder:

Please take notice of Human, Constitutional, and Civil Rights abuses of historic proportions in Los Angeles County, California.  You are kindly requested to perform your duties and secure Equal Protection under the law for the 10 million residents of Los Angeles County, California, in view of mounting evidence, for over a decade, of widespread corruption of the local justice system. Complaints in this regard under the President Bush administration, and inquiries by the Honorable Dianne Feinstein, Senator, and Diane Watson, Congresswoman, resulted in responses by Kenneth Melson, Director, US DOJ, and Kenneth Kaiser, Assistant Director, FBI, in August-Septmebr 2008, which were alleged as fraud on US Congress. Complaints regarding conduct of these two senior US officers were filed with Glenn Fine, Inspector General of US Dept of Justice in November 2009. Mr Fine so far failed to respond on such complaints.

Dear Attorney General Brown:

The evidence, going back at least a decade - to the Rampart scandal investigation (1998-2000) - showed widespread corruption of the Los Angeles County justice system.  Regardless, both office of the California Attorney General and federal law enforcement agencies allowed the corrupt local law enforcement to investigate, prosecute, and judge itself, with predictable failure to enforce the law or free the victims. The thousands of Rampart FIPs (Falsely Imprisoned Persons) [1] largely remain imprisoned to this date, as evidenced by the LAPD Blue Ribbon Review Panel report (2006), which concluded "Innocent people remain imprisoned", and which documented in detail the role of LA Superior Court judges in preventing the release of the Rampart-FIPs. [2]

I therefore request that your office take notice of the four complaints, listed and linked below, [3] [4] which were filed with office of the Sheriff and the Office of the Ombudsman of LA County, both of which so far refused to even acknowledge receipt.  The issues underlying the complaints below are direct extension of the Rampart scandal. The four complaints, detailed in the links below, [3] [4] were titled:

COMPLAINT #1: False arrest and booking data for the falsely hospitalized Attorney
Richard Fine, which the Sheriff's Department refused to correct.

COMPLAINT #2: False or missing information regarding arrest and booking of
numerous inmates held by the Sheriff's Department

COMPLAINT #3: False hospitalizations with no probable medical cause, appearing as
cover up for false imprisonments.

COMPLAINT #4: Alleged widespread corruption in bail/bond operations

Given your appearance last week in San Bernardino County, where you were quoted as "appalled by corruption", I am writing to request that your good offices perform your duties and provide Equal Protection for the 10 millions who reside in Los Angeles County, California. Abuse of Human, Constitutional, and Civil Rights of historic proportions in Los Angeles County, California, is the subject matter of the combined complaints.
