In summer 2010, the staff report of the Human Rights Council of the United Nations, as part of the first ever, 2010 UPR (Universal Periodic Review) of Human Rights in the United States, noticed and referenced the Human Rights Alert April 2010 submission, pertaining to "corruption of the courts, the legal profession, and discrimination by law enforcement in California".

1) All court orders and judgments in all courts were deemed invalid and ineffectual by the courts themselves, but were filed to deceive parties.

2) Accordingly - judges judged with no valid assignment orders, and referees with no appointment orders.

3) In the case of James A Richman, Justice from California Court of Appeals, 1st District - he wrote that he presided as a judge by assignment, the court wrote the he presided as a referee. No order establishing his authority either way was ever found.

4) California Court of Appeals 2nd District willfully ran appeals from invalid judgments, with disregard for the law and time frames for appeals.

5) They all engaged in perversion of justice to collude with the LA-JR.

6) The motive in Marina v LA County was real estate as well. The real parties in interest were two large construction companies and the dispute was over development of a land parcel near marina del rey. The false imprisonment was a byproduct from ancillary proceedings on false contempt, for refusal to obey a referee with no appointment order.

7) In Sturgeon v LA County, the underlying matter is the relationship between LA County and the LA Superior Court, and the payments by the County to the judges that were rules "not permitted" by the 4th District court of appeal. That ruling, for example, came in an appeal from a judgment that was invalid, and neither the judgment, nor the ruling of the court of appeal were deemed of any effect by the LA Superior Court.

8) False and deliberately misleading operations of case management systems in all courts were central to this conduct. None of these systems were adequately validated.
