Attorney Fine filed a criminal complaint with the US Justice Department on February 1, 2008 and on February 2, 2009 it was filed with the California Supreme Court.  It appears that after the complaint was filed with the courts, the state Legislature had a emergency bill introduced and passed, this bill gave the judges and their cohorts complete immunity.  The complaint was asking for a criminal investigation into the Los Angeles County Judges and the County board of supervisors.

It appears that the Los Angeles Superior Court judges were receiving extra pay and benefits from the County, this was in addition to what the state pays them.  The judges are state employees paid by the state.  It also appears that since the years of 2005 through 2007, no judge had ever ruled against the county when the country was a defendant in a case.

This extra pay was ruled as being unconstitutional in November 2008, now it appears that this new Bill has address this ruling by saying that " although the judges took the money when it was     UNLAWFUL     to do so, they will     NOT     incur any liability, discipline nor prosecutions.

Essentially what they had done was gone back retroactively, gave them immunity for committing a crime and now allowing them to continue to sit on the bench.  What we are saying is first of all, they all should resign, be impeach and every case that they decided should be revisited.  The immunity given to these judges should benefit those that tied case in front of these judges.

This is so serious because it could have far reaching effects, it could spread nationwide and this could completely limit due process.  In other words, we don't want a practice and pattern to occur whereby elected officials when caught committing a crime can simple go and have the state legislatures pass an emergency bill to give them immunity making it retroactive, like in this case twelve years.

In addition, the extra pay that is given to the Los Angeles judges, places their salary far above the salary of the US Supreme Court Judges.  Also, this money is only a bridge, at best we have given these judges over three-hundred million in extra pay that should not have been given, this money could have provided jobs to those in the community or it could have kept MLK hospital opened, which happened to be a trauma center.  The hospital was closed because the County said they had no money.
