The reactor was empty at the time of the earthquake, but the fuel was in a spent fuel pool that may have been uncovered, causing a partial meltdown and the release of radioactive materials. An explosion and fire have damaged the building.

Concerns center on the fuel rods with remaining active life, being stored in a spent-fuel pool. Power remains out to the control room. Cooling of the spent fuel-storage pool was switched March 27 to seawater injection from water spraying by trucks, and the cooling system still wasn't functional. On April 12, a small fire was extinguished at a battery unit outside the reactor. The basement of the reactor building was found flooded with five meters of water April 18. The water is likely radioactive but the degree isn't clear.

Kyoto, Japan -- On 30 April, seventy-two Japanese NGO organizations lead by Shut Tomari and Green Action send an urgent request to the UN and Japanese government urging immediate action to stabilize the Fukushima Daiichi Nuclear Power Plant Unit 4 spent nuclear fuel. The letter was endorsed by experts from Japan and abroad.
The letter warned that the seriously damaged Unit 4 spent nuclear fuel pool contains Cesium-137 (Cs-137) that is equivalent to 10 times the amount released at the time of the Chernobyl nuclear accident. If an earthquake or other event were to cause this pool to drain, this could result in a catastrophic radiological fire.
The letter urged the United Nations to organize a Nuclear Safety Summit to take up the crucial problem of the Fukushima Daiichi Unit 4 spent nuclear fuel pool. The letter stated that the United Nations should establish an independent assessment team on Fukushima Daiichi Unit 4 and coordinate international assistance in order to stabilize the unit's spent nuclear fuel and prevent radiological consequences with potentially catastrophic consequences.
Letters were sent to both UN Secretary General Ban Ki-moon and Prime Minister Yoshihiko Noda, the latter asking that Japan ask immediately for the UN's help.

If Reactor 4 at Fukushima becomes unstable and releases 10 times the amount of Cesium-137 (CS-137) released at the time of the Chernobyl nuclear accident, then the prevailing winds could carry it all the way to the Western USA – that means California.
On April 30, 2012, 72 NGO organizations sent a request to the United Nations and the Japanese government urging fast-action to stabilize the Fukushima Daiichi Nuclear Plant Unit 4 spent nuclear fuel. Experts in the nuclear field from both Japan and the world endorsed the letter.
The letter contained warnings that the damaged Unit 4 spent nuclear fuel pool contains Cesium-137. If that pool were exposed to an earthquake or other event that drained that pool, then the result could be a catastrophic radiological fire. Numbering in excess of 10,000, the spent fuel assemblies at the Fukushima Daiichi plant lie in pools vulnerable to future earthquakes. The radioactivity is around 85-times more long-lived than the radioactivity released at Chernobyl.
