Let me dare and add the following predictions:
- In the short term: The Japanese government would not be able to cover up the disaster, and eventually a mass evacuation of people from a much wider radius will begin...
- In the intermediate term: The cost would be enormous, much higher than ever estimated following the disaster, and the northern part of Japan will be almost cut off from the main section of the country.
- In the long run: Given that Japan is not that big a country, they will not tolerate the situation, and will spend large sums of money on development of new technologies for decontamination of water and top soil, protection of residences from radiation. That investment will eventually turn out to be a gold mine, since Fukushima was the first, but not the last of its kind.

My sympathy at this difficult time, hoping that you and your families are all well. As before, I also would like to confirm my commitment to participate in the 16th World Congress of Criminology in Japan, regardless of any inconveniences resulting from the Fukushima Crisis.
Long distance perspective may be arrogant, but it is offered in good will. Based on my reading of reports from several sources the emerging, likely view of the Fukushima Crisis is:
* The situation is of major catastrophic nature;
* Its dynamics may be placed under control;
* As a result of the types of fuels and fission products, the long-term dangers may by far surpass those of Chernobyl;
* Based on the construction, plants and process design, the progress of the disaster may be slower and more predictable than that of Chernobyl;
The original theme of the 16th World Criminology Congress appears more relevant by the day: The World Crisis. The Fukushima Crisis and the Financial Crisis share similar origins:
* Failure of national regulatory systems;
* Disregard by national governments of international duties and obligations;
* Lack of intergovernmental trust and failure of international communications and cooperation;
* Global failure of public trust in governmental integrity;
* Criminal abuse by large corporate interests at enormous expense to the People.
The conclusions one may draw are:
* Planning, based on reliable data, of immediate measures for the safety and protection of the People is a must;
* Inseparable is the need to regain credibility and gain effective cooperation, both at home and abroad;
* Reliable projections must be prepared, founded on reliable data and scientific methods, as soon as possible.
* It may be beneficial to immediately accept select internationally reliable, credible experts in physics/engineering/medicine/logistics to get involved in intimate raw data analysis, interpretation, and domestic as well as international communications.

G: I simply don't get what you are upset about.
Are you suggesting that Time magazine is "far left"? Or is it some claim by Stengel that you consider "far left"?
- Regarding the question itself: "Does the US Constitution still matter?" It is obviously a very relevant today. My opinion is that it matters very little, as evidenced in too many ways to detail. [i]
- Regarding the image, which may have upset you: It is all about selling more copies of the issue... And it surely falls within Free Speech.
- Regarding the essay by Stengel: I find it a typical Time magazine lollypop. "Today's debates represent conflict, not crisis." My opinion is that the legal foundation of the US government in the US Constitution is in a crisis that has never been seen at least since the Civil War.

SACRAMENTO — The state's judicial disciplinary panel has asked Attorney General Kamala Harris' office to review the legality of 2009 legislation that authorized courts and counties to provide extra pay and perks to trial court judges.
Specifically, the Commission on Judicial Performance wants to know if the Legislature had the authority to block disciplinary actions against judges who authorized or accepted "supplemental compensation" for themselves paid for with "public funds," according to a letter sent to the AG's opinion unit.
The letter also asks whether the 2009 legislation retroactively approved county- or court-provided benefits or simply prescribed the level of benefits going forward.
The answers could have a significant impact on hundreds of judges whose courts offer them a range of benefits, including car allowances, enhanced retirement and disability packages, and even gym memberships — above and beyond the extras already paid for by the state and, in some cases, counties. The Judicial Council in 2009 identified 16 courts that paid for extra benefits for at least some of its judges.
Victoria Henley, general counsel for the Commission on Judicial Performance, declined to say whether a specific disciplinary case prompted the panel to ask for the attorney general's opinion.
Stanley Bissey, executive director of the California Judges Association, said his organization didn't know about the commission's inquiry until he received a letter from the attorney general's office on Tuesday asking for the CJA's thoughts on the issue.
"We're all just sort of scratching our heads," Bissey said.
Judges thought the issue was settled in 2009 when the governor signed SB2X 11, legislation that condoned court- and county-provided benefits. It also provided judges who had received the benefits immunity from any type of legal or disciplinary action.
The legislation was created in response to a lawsuit that challenged Los Angeles County's payment of tens of thousands of dollars in supplemental benefits to each of its local judges. An appellate court struck down the payments, saying the Legislature had not properly prescribed them.

Los Angeles, June 24 – in a letter to members of the Advisory Board of Youth for Human Rights International, Joseph Zernik, PhD, requested that Los Angeles County Sheriff Lee Baca be removed from the Advisory Board. [i]
The letter noted that Sheriff Lee Baca is a key figure in the deprivation of rights of all 10 millions, who reside in Los Angeles County, and that the California justice system was singled out for its corruption by the Human Rights Council of the United Nations.
The letter also noted the direct role of Sheriff Lee Baca in large-scale false imprisonment in Los Angeles County, California. The most notable case is that of the 70 year old, former US prosecutor Richard Fine, who protested corruption of the courts in Los Angeles County, California. Richard Fine was held by Sheriff Lee Baca for 18 months in solitary confinement under fraudulent arrest and booking records, which claimed that Fine was arrested and booked on location and by authority of the non-existent “Municipal Court of San Pedro.”
