As the General Counsel of the Technion, you are responsible for legality, integrity, and fairness in an institution with an annual budget of about NIS 2 billion. The value of the estate is negligible by comparison. What is the value of the estate? I have no reliable information. You are hiding it from me.
Rachel Ben-Ari, have you heard of the fiduciary and legal duty to file a financial accounting???The email message below, dated August 12, 2026, and the page attached to it, are the latest information regarding the estate funds I received from you.
What is this supposed to be??? Do you consider the message with the attachment a financial accounting of the estate??? Did you even open a dedicated trust account for the estate??? Under whose name is account 522953 at the First International Bank registered???
Do these documents represent the standards you permit at the Technion??? At the Association of University Heads (VERA)??? At other educational and cultural institutions???
Note for English readers:
the Israeli Succession Law, 1965, requires Estate Administrators to file with the heirs the financial accounting report at least once a year. Rachel Ben-Ari claims that she was appointed on December 1, 2024... so financial accounting is long overdue. The Succession Regulations, 1998, provide the forms, including Estate Administrator's affidavit for filing structured Financial Accounting.
Here, Rachel Ben-Ari sent and email, in which she failed to identify herself as the Estate Administrator (as required by the Regulations), al the email says is:
"FYI, attached is state of the Estate account as of today."
The attachment is a printout from the First International Bank, providing "General Valuation" of account 522953. However, the printout fails to show, who own the account, that the account is defined as an estate account, or who are the people who are authorized to sign in this account.
Rachel Ben-Ari, have you heard of the fiduciary and legal duty to file an inventory of assets???
Your friend Adv. Tmira Alter, the Registrar of Inheritance, Deputy Administrator General, and Director of the Haifa and Northern District, was incredibly swift! Two days after I requested it, a copy of the inventory you purportedly filed with the Administrator General landed in my email... A cover letter from Inspector Sammer Hyab, which opened: "In the Estate Administration file concerning the late...", and another letter from the Director of the Northern Branch Adv. Ofer Hadad, stated that the document sent to me was a copy of the document in the "Estate Administration file" at the Administrator General's office. It was clear that this was a bluff. After all, there is no "Estate Administration" here! This is something from a completely different domain...
How do you prove it? I asked for the most trivial details: What is the file number? What is the opening date of the file? Who opened the file? On what legal basis did they open the file?
And then they all suddenly went silent, all the way up to the Administrator General Ben Zion Feigelson. And since then, silence. Crickets.
Now they refuse to answer a formal request for inspection of public records that asked for the file number!!! You broke all the records!!!
What is this thing supposed to be??? Do you view this document as a lawfully filed inventory of assets??? Are you going to demand that Tmira Alter sign Form 13 for you based on this document??? Are you going to petition for compensation for your work in my late mother's Estate Administration??? Where shall we carry your disgrace???
