2014-11-16 MH17: Australia, Belgium. Netherland, Ukraine - secret agreement on "veto" over publication of investigation report... ================= MH-17 ‘Investigation’: Secret August 8th Agreement Seeps Out Posted on August 24, 2014 by Eric Zuesse. Perpetrator of the Downing in Ukraine, of the Malaysian Airliner, Will Stay Hidden Eric Zuesse Regarding what caused the downing of the Malaysian airliner MH-17 in Ukraine on July 17th, the Ukrainian news agency UNIAN, reported in a brief Russian-language news story on August 12th, that four days earlier (August 8th) a representative of that nation’s Prosecutor General office, Yuri Boychenko, had said that (as auto-translated by google), “the results [of the investigation] will be announced upon completion of the investigation and with the consent of all the parties who signed the corresponding agreement.” This UNIAN report said that, “As part of the four-party agreement signed on August 8 between Ukraine, the Netherlands, Belgium and Australia [all of which nations are allies of the United States and are cooperating with its new Cold War against Russia], information on the investigation into the disaster Malaysian ‘Boeing-777’ will not be disclosed.” In other words: the official ‘investigation’ is being carried out by four nations that, as U.S. allies, are hostile toward Russia. One of those four nations, Ukraine, is not only a prime suspect in possibly having shot this airliner down, but is currently waging a hot war to ethnically-cleanse the pro-Russian population out of southeastern Ukraine; and the initial ‘news’ reports in Western ‘news’ media regarding the downing of MH-17 had said that this airliner was probably downed by the local rebels there, who were trying to shoot down the Ukrainian Government’s bombers that are constantly bombing them. Some Western ‘news’ reports even speculated that perhaps Russia itself had shot this airliner down. If the UNIAN news-report is correct, then there is no way that the ‘investigation’ will be able to be released to the public if it indicates that the Ukrainian Government (which, according to that news-report has veto power over the making-public of the study’s findings) is blamed for having shot the airliner down.
On August 12th, another pro-Ukrainian-Government ‘news’ site,gordonua.com, headlined, as auto-translated by google, “GPU: The results of the investigation [into the] crash [of] the Boeing 777 will be released with the consent of the parties,” and said, “Information about the accident MH17 in the Donetsk region will be published in obtaining the consent of all the parties that are involved in the investigation.” UNIAN was cited there as gordonua’s sole source. ‘News’ media didn’t probe the matter further. http://www.washingtonsblog.com/…/mh-17-investigation-secret…

2014-11-15 MH17: The US narrative is falling apart... ===================== Like the fake intelligence data on WMD in Iraq, MH17 was a key issue in heating up Cold War 2.0. - jz [via Anonymous Berlin] Important: Please distribute! New radar data shows: MH17 was not alone! After the Russian State television yesterday showed satellite images [1], which should document the launching of Malaysia Airlines flight MH17 RT German reports on new radar data that a Russian Center for air traffic control in the vicinity of Rostov, were presented yesterday by. According to the records of this radar, military aircraft have been at the moment of the crash in the vicinity of the machine. The radar images were published by a private company for aviation safety. The aviation safety consulting firm presented a snippet of reading a Russian radar station in the vicinity of Rostov, near the Ukrainian border, shortly before and about 20 minutes after the crash.
According to Sergej Melnichenko, Managing Director of the consulting firm, one or two war planes were in the vicinity of the Malaysian Jet at the moment of the tragedy. The data cast doubt on whether the version preferred by Western States, that the plane was shot down by a Ukrainian rebels with a ground-to air missile, can be maintained so. "The data show clear, that at the moment of the crash and then, aircraft North of Boing course moving." Most likely they were military, because the points are very close. The conclusion is that there either one or two aircraft were,"Melnichenko continued.

Top Three Global Threats, According To Obama By RT
November 15, 2014 "ICH" - "RT"- Washington's allies in the Asia Pacific can transform the region into a better place if threats like ISIS, Ebola, and "aggressive Russia" are contained – and this can be done with America's leadership, US President Barack Obama told Australian students.
The leader – speaking in the Australian city of Brisbane, where world leaders have gathered for the G20 summit – reiterated his view of which problems pose the greatest threat to the world.

"We're leading in dealing with Ebola in West Africa and in opposing Russia's aggression against Ukraine, which is a threat to the world, as we saw in the appalling shoot-down of MH17," Obama told the audience at Queensland University.
Letter of 27 October 2014 from the Minister of Security and Justice, the Minister of Foreign Affairs and the Minister of Defence to the House of Representatives answering questions relating to the MH17 air disaster
Attached to this letter are the government’s answers to the questions put to it by the Permanent Committee on Foreign Affairs at its meeting of 15 October on the disaster involving Malaysia Airlines flight MH17. These answers will serve as input for the government’s upcoming follow-up meeting with the Committee.

Question 5: Non-disclosure. Is it possible to rule out one of the countries disclosing details of the investigation into the circumstances into the crash or the criminal investigation?
Answer 5: The Dutch Safety Board is leading the international investigation into the circumstances of the crash of flight MH17 and will decide what is ultimately made public. The investigation is being conducted in accordance with the Convention on International Civil Aviation. Therefore, only the Dutch Safety Board’s final report is decisive. None of the countries can veto the final conclusions, which are for the Dutch Safety Board to determine.
In the criminal investigation, the countries involved in the Joint Investigation Team (JIT) have entered into a partnership with the aim of uncovering the truth. They have agreed to work together and to exercise restraint with regard to the disclosure of information about the investigation. The government has no reason whatsoever to believe that the authorities in any of the countries affected is failing to honour these commitments. There is a great willingness to work together.
...
Question 8: Do the investigators possess satellite data for the period from 10 minutes before to 10 minutes after the crash?
Answer 8: It is desirable that the Public Prosecution Service obtain additional material from the USA for the purpose of the criminal investigation. This is a lengthy process because passing on intelligence information to the criminal justice authorities involves legal complications arising from US legislation. The Public Prosecution Service has every confidence that it will obtain the relevant material in a timely manner.
The government will not at present be making any further disclosures of what specific and detailed information it possesses. In accordance with usual practice, all sources that could help establish the facts in a criminal investigation are being utilised. The Public Prosecution Service must be allowed to assess and determine in confidence what information is usable as evidence. Moreover, the Netherlands is leading the international investigation into the circumstances of the crash. This makes the need to act with due care all the more pressing. Publishing details of intelligence sources now would only further fuel speculation and would be inappropriate in light of the Netherlands’ leading role in the criminal investigation. The same concerns apply to the publication of information from the Dutch Safety Board’s investigation into the circumstances of the crash. It is up to the Dutch Safety Board and the Public Prosecution Service to draw conclusions in due course. This is a process which demands time and care (see also the answer to question 2).
However, the Public Prosecution Service will, in the period ahead, depart from its usual practice in ongoing investigations by giving information at various stages in the process about how it is progressing, in so far as this is not detrimental to the investigation. This approach is being adopted because of the great importance of this international investigation and the next of kin’s need for information.
Ukraine, the Netherlands, Australia and Belgium are conspiring to keep all information regarding the MH17 investigation classified, a leaked document reveals.
REUTERS/Sergei Karpukhin A man walks past wreckage at the crash site of Malaysia Airlines Flight MH17 near the village of Hrabove (Grabovo), Donetsk region July 26, 2014. Nearly 300 people, 193 of them Dutch citizens, were killed when the Malaysia Airlines plane en route from Amsterdam to KualaLumpur was brought down in eastern Ukraine, where separatists are battling government forces, on July 17.
The document is a non-disclosure agreement signed by the four nations involved in the investigation. It says that the results and data obtained will only be published once all enquiries are completed. The agreement seemed standard if not for a stipulation that states publication of the results would only be done if Ukraine, the Netherlands,Australia and Belgium arrived at a consensus.
"Any one of the signatories has the right to veto the publication of the results of the investigation without explanation," as quoted saying by prosecutor General Yuri Boychenko during a briefing in Kiev.
The nations involved signed the agreement, the VerkhovnaRada of Ukraine then ratified the agreement, after which Malaysian authorities were allowed to join the investigation.
With this, the Global Research concludes that the "intermediate results of the investigation directly prove the innocence of Russia and/or the Donetsk militia" since all data are kept and experts' opinion unreleased.
Curiously, on Tuesday, Russia accused the nations conducting the investigations of lack of transparency.

Russia Prepares 2nd Humanitarian Convoy "Invasion"
Submitted by Tyler Durden on 08/25/2014 08:45 -0400
Following the 'success' of the first humanitarian convoy, Bloomberg reports that Russian foreign minister Sergei Lavrov said the nation plans to send a second convoy loaded with humanitarian aid to Ukraine. he U.S. and the European Union condemned the decision to send the first convoy of about 280 trucks, which the government in Kiev called an "invasion," and the US accused Russia of painting military vehicles white. This time will be different, according to Lavrov, as the government in Moscow is maneuvering to avoid the border standoff and uproar that marred its first convoy last week, adding “We’ll work on ensuring security guarantees from the side of the militias." Ironically, Lavrov also reminded a "disinformation"-prone media that Russia remains the only nation that continues to seek an MH17 probe as Ukraine has still not released Dnipropetrovsk air traffic control recordings.

Serious Conflicts of Interest in MH17 Investigation led by Dutch Safety Board
CH/L & F/AK – nsnbc 14.08.2014
nsnbc : The Dutch Safety Board which is leading the investigation into the Malaysia Airlines Flight MH17 disaster in Ukraine published a press release on the status of the investigation. nsnbc asked the Dutch Safety Board for the release of data to independent media and questions about serious conflicts of interest. The answers are not only politically relevant, they are deeply disturbing for the flying public.
The Dutch Safety Board, on August 11, issued a press release pertaining the status of the ongoing investigation into the tragic crash of Malaysia Airlines Flight MH17 in Ukraine. The Dutch Safety Board (DSB) explained that some 5 aircraft accident investigators have collected as much information as possible in Ukraine, so it was not necessary to stay in Ukraine to complete the investigation and write a report.
Ukraine SITREP August 13, 15:15 UTC/Zulu: A really weird moment in the Ukrainian civil war
MH17 - gone missing again Did you notice that MH17 is completely out of the news? We were promised voice and data recorder analyses, we were told that experts would be visiting the area and investigating the scene. We were told that various kind of proofs of this and that will be provided. And then *nothing*. Silence.
MS. HARF: Well, today at 3:00 p.m. the Security Council will be meeting to consider a resolution – let me just pull up this information – expanding on its call on Friday for a full, thorough, and independent international investigation in accordance with the international civil aviation guidelines, for appropriate accountability, and for full and unrestricted access to the crash site. This is a resolution we fully support. Obviously, we think these tenets included in it are very important. That’s happening at three today.
QUESTION: Is --
QUESTION: Are you pretty sure that it will pass, that no one will veto it?
MS. HARF: I don’t want to make a prediction, Matt, on what might happen at three. I think we’ll all be watching it. Of course, we hope that everybody supports it, but we will wait and see.
QUESTION: What would you say – and I realize this is a hypothetical, but since you’re so strongly in favor of it, if there was a veto, what do you think that would show?
MS. HARF: Well, I think what we’ve said – well, first, it depends on who vetoes it.
QUESTION: I think you know who I might be referring to.
MS. HARF: Well, I don’t ever want to presume to understand what you’re asking – (laughter). No, but being – look --
QUESTION: Then how can you possibly answer any of my questions if you don’t know what I’m asking?
MS. HARF: What we’ve said is – look, what we’ve said is Russia has said words publicly about supporting this investigation, and we need to see actions now to back up those words.
QUESTION: Right. Well --
MS. HARF: And obviously that would not be an action that would be supportive of the investigation.
QUESTION: Fair enough. The German foreign minister, the Secretary’s friend and colleague, Foreign Minister Steinmeier said earlier this – today that anyone who is trying to obstruct the investigation into this crash either has something to hide or has no heart or both. Is that something that you would agree with?
MS. HARF: I would certainly agree with those sentiments, yes.
Exclusive: President Obama and the State Department’s “anti-diplomats” are fanning flames of anger against Russia after the shoot-down of Malaysia Airlines Flight 17 over Ukraine. But some U.S. intelligence analysts doubt the popular “blame-the-Russians” scenario, reports Robert Parry.
By Robert Parry
Despite doubts within the U.S. intelligence community, the Obama administration and the mainstream U.S. news media are charging off toward another rush to judgment blaming Ukrainian rebels and the Russian government for the shoot-down of a Malaysia Airlines plane, much as occurred last summer regarding a still-mysterious sarin gas attack in Syria.
In both cases, rather than let independent investigators sort out the facts, President Barack Obama’s ever-aggressive State Department and the major U.S. media simply accepted that the designated villains of those two crises – Basharal-Assad in Syria and Russian President Vladimir Putin on Ukraine – were the guilty parties. Yet, some U.S. intelligence analysts dissented from both snap conventional wisdoms.

Regarding the shoot-down of the Malaysian jetliner on Thursday, I’m told that some CIA analysts cite U.S. satellite reconnaissance photos suggesting that the anti-aircraft missile that brought down Flight 17 was fired by Ukrainian troops from a government battery, not by ethnic Russian rebels who have been resisting the regime in Kiev since elected President ViktorYanukovych was overthrown on Feb. 22.
According to a source briefed on the tentative findings, the soldiers manning the battery appeared to be wearing Ukrainian uniforms and may have been drinking, since what looked like beer bottles were scattered around the site. But the source added that the information was still incomplete and the analysts did not rule out the possibility of rebel responsibility.
A contrary emphasis has been given to the Washington Post and other mainstream U.S. outlets. On Saturday, the Post reported that “on Friday, U.S. officials said a preliminary intelligence assessment indicated the airliner was blown up by an SA-11 surface-to-air missile fired by the separatists.” But the objectivity of the Obama administration, which has staunchly supported the coup regime, is in question as are the precise reasons for its judgments.
