For
months, Bank of Israel's Stanley Fischer refused to respond on inquiries
regarding the disposition of complaint against Bank HaPoalim's for its unlawful
FATCA-related conduct. Recent conversations
with Bank HaPoalim and Bank of Israel staff now indicate that Bank of Israel secretly
registgered and reviewed the complaint, without communicating its outcome to
the complainant. Petition, filed with the Supreme Court of Israel alleges that
Mr Fischer "substitutes his loyalty to the State of Israel and its laws with
loyalty to another nation and its law, and/or with loyalty to financial
institutions and their interests." Conduct of Mr Fischer, and Bank of
Israel-Banking Regulation should raise concerns regarding integrity and
stability of financial systems in the State of Israel. The State of
Israel is unparalleled in its unconditional submission to the US FATCA.

Jerusalem, January 3 – petition, previously filed with the Israeli Supreme Court, sought to
compel Governor of the Bank of Israel Stanley Fischer to perform his duties as
banking regulator. Specifically, the
petition sought to compel Stanley Fischer to duly register and review a complaint,
relative to conduct of Bank HaPoalim, BM, vis a vis purported its enforcement the
United States FATCA in the State of Israel. [1]
In a letter, forwarded today to Mr Fischer
and Bank of Israel-Banking Regulation, Mr Fischer is asked to immediately
produce to the complainant all records, which a complainant is entitled to
receive as part of due process of Banking Regulation Consumer's Complaints, pursuant
to the law of the State of Israel. [2]
Conversations with Bank HaPoalim, BM, and
Bank of Israel staff now indicate that the Bank of Israel eventually secretly
registered the complaint against Bank HaPoalim, BM (No 82304-12) and conducted secret
review of the complaint, and that its outcome was communicated to Bank
HaPoalim, BM, but not to the complainant.
Today's letter to Mr Fischer states that it
also appears that outcome of the review led Bank HaPoalim to believe that it
was permitted to engage in even more extreme unlawful conduct against consumers
in this matter. [3]
The petition to compel Mr Fischer to duly
register and review the complaint alleges that in permitting Israeli banks to act
as they will relative to the US FATCA, Stanley Fischer "undermines the
rule of law", "sovereignty of the State of Israel", and "substitutes
his loyalty to the State of Israel and its laws with loyalty to another nation and
its law, and/or with loyalty to financial institutions and their interests."

The petition in the Supreme Court of Israel
was subjected to a fate that was remarkably similar to the fate of the complaint
against Bank HaPoalim, BM, at Bank of Israel-Banking Regulation: The office of the clerk of the Supreme Court
refused to duly register the petition. [5]
Combined, conduct of Mr Fischer, Bank of
Israel-Banking Regulation, and the Supreme Court of the State of Israel should
raise concerns regarding integrity and stability of financial systems in the
State of Israel.
Corruption of banking regulation in
collusion with the US courts, under the color of law, has been increasingly
recognized as central to the current socio-economic crisis in the United
