מאהל המחאה ת"א, 15 לינואר - דר' יוסף צרניק ביקש מבנק ישראל להמציא מסמכים בני תוקף של תשובה מיום ה-27 לינואר, 2013 של בנק ישראל על בקשה מה-8 לינואר, 2013, בכפוף לחוק חופש המידע. הבקשה נגעה לגניבה בשליחת יד של כספו, שהיה מופקד בבנק הפועלים, בע"מ, בידיעת ההנהלה הבכירה של בנק הפועלים, כאכיפה למראית עין של החוק האמריקאי. הבקשה הנוכחית באה בעקבות ההמצאה השבוע של מסמכים כוזבים על ידי בנק ישראל השבוע לעו"ד ג'יימס ג'אטרס מוושינגטון, המייצג את הארגון RepealFATCA בארה"ב. [2]
המסמכים הכוזבים, שהומצאו השבוע, כללו תשובה כביכול מה-27 לינואר 2013 של בנק ישראל על בקשה בכפוף לחוק חופש המידע:
* שמעולם לא נמסרו לידי דר' צרניק בזמנו.
* הכוללים מכתב תשובה בלתי גמור - ללא מספר אסמכתא, ללא חתימה, וללא שם הכותב.
לפיכך, מסמכים אלה אינם יכולים להיחשב בידי בר דעת כמסמכים בני תוקף של בנק ישראל.
בינואר 2013 לקח בנק הפועלים בע"מ בשליחת יד את כספי חסכונותיו של דר' צרניק, שהוחזקו בבנק הפועלים. פעולות אלה באו בסמוך לפרסום דו"ח זכויות האדם של האו"ם על ישראל, בהם נכלל דו"ח שנכתב על ידי דר' צרניק, והערה של מועצת זכויות האדם של האו"ם: "חוסר יושרה בכתבים האלקטורניים של בית המשפט העליון, בתי המשפט המחוזיים, ובתי הדין למוחזקי משמורת בישראל". [3]
בנק ישראל סירב באותו הזמן לקבל לרישום תלונות צרכן של דר' צרניק נגד בנק הפועלים. סטנלי פישר הנפיק לבסוף מכתב האוומר "אנו מצטערים על עוגמת הנפש, אך לא נוכל לעזור בעניין זה". [4] בכך מנע סטנלי פישר הגנה שווה תחת החוק.
חסכונותיו של דר' צרניק הוחזרו לו לבסוף רק לאחר שהיגיש בקשה להגנה על ידי ממשלת גרמניה נגד ממשלת ישראל וממשלת ארה"ב. [5]
בינואר 2013, אף היגיש דר' צרניק לבנק ישראל בקשה בכפוף לחוק חופש המידע, לגבי רישום תלונותיו נגד בנק הפועלים והטיפול בהן על ידי בנק ישראל. [6] אך כל תגובה לא התקבלה בזמנו על בקשות אלה.
הפרשה כולה מציגה סבך של שחיתות והונאות בבנק ישראל ובבנק הפועלים, תחת כהונתו של סטנלי פישר כנגיד.
כחלק מסבך הונאות אלה:
* בנק הפועלים עסק בגניבה בשליחת יד כל כספי פקדונות.
* בנק ישראל נתן חסותו לגניבה.
* על מנת לטייח הונאה זאת, שיבש בנק ישראל הליכי תלונות צרכן נגד בנק הפועלים ומנע הגנה שווה תחת החוק.
* על מנת לטייח הונאה זאת, שיבש בנק ישראל גם הליכי חוק חופש המידע.
* על מנת להמשיך בטיוח זה, המציא בנק ישראל השבוע מסמכים הונאתיים לעו:"ד ג'יימס ג'אטרס מוושינגטון, המייצג את הארגון RepealFATCA בארה"ב.
אין זה סביר שבגילו המתקדם ישנה סטנלי פישר את מנהגיו כסגן יו"ר הפדרל רזרב. [7]

=Oh what a tangled web we weave when first we practice to deceive... Under Stanley Fischer as Governor of Bank of Israel, Bank HaPoalim, BM, unlawfully took the money of a consumer, purportedly as FATCA enforcement. Such conduct was patronized by Stanley Fischer, who kept Banking Regulations, relative to Israeli banks' cooperation with FATCA, a secret. As part of the cover-up of such conduct, Bank of Israel also falsified Consumer Complaints and FOIA records and created a web of white collar crimes both in Bank HaPoalim, BM, and in Bank of Israel=

OccupyTLV, January 15 - Joseph Zernik, PhD, has asked Bank of Israel to produce a valid response on his January 8, 2013 Freedom of Information (Israel ) [FOIA] request, pertaining to the unlawful January 2013 taking of his money by Bank HaPoalim, BM, purportedly as FATCA enforcement. [1]
The current request followed the recent production by Bank of Israel of a fraudulent January 27, 2013 FOIA response records on Dr Zernik's January 8, 2013 FOIA request to Washington DC Attorney James Jatras of RepealFATCA. [2]
The fraudulent records, produced this week by Bank of Israel, purported January 27, 2013 FOIA response records:
* Were never received by Dr Zernik at the time;
* Included an incomplete response letter with no reference number, no name of its author, and no signature.
Such letter could not possibly be deemed by a reasonable person an official State correspondence, let alone FOIA response letter.
In January 2013, the Israeli Bank HaPoalim, BM, unlawfully took Dr Zernik's savings, held in consumer's deposit accounts with the Bank.
Such actions took place in parallel to the incorporation of Dr Zernik's submission in the UN Human Rights Council periodic report on Israel, with a note stating "lack of integrity in the electronic records of the Supreme Court, the district courts, and the detainees courts in Israel". [3]
At the time, Bank of Israel refused to duly register Dr Zernik's Consumer's Complaints against Bank HaPoalim, BM. Instead, a response was eventually issued by the office of then Governor of Bank of Israel Stanley Fischer, stating "We are sorry for the aggravation, but we are unable to assist in this matter". [4]
Dr Zernik's savings were eventually returned to him only after he filed with the German Consul in Israel a request for protection against the Israeli and US governments. [5]
In January 2013, Dr Zernik also filed with Bank of Israel a FOIA request, asking for records of his own Consumer's Complaints, and their disposition. [6] No response was ever received on that FOIA request.
The entire episode appears as a tangled web of corruption, fraud, and deceit in Bank of Israel, which was established under the tenure of Stanley Fischer as Governor.
As part of such conduct:
* Bank HaPoalim and its senior management engage in the theft of consumer's savings, deposited with the Bank;
* Bank of Israel fraudulently permitted Israeli banks to fake enforcement of US law - FATCA - in Israel, while it was not in force and effect either in the US or in Israel.
* Bank of Israel kept and still keeps the respective Banking Regulations a secret - absurd violation of the principle of Publicity of the Law.
* As part of the cover-up, Bank of Israel falsified records and obstructed Consumer's Complaint procedures, denying Equal Protection under the Law.
* As part of the cover-up, Bank of Israel falsified the records and obstructed FOIA request procedures.
* As part of the cover-up, Bank of Israel produced this week fraudulent records to Attorney James Jatras of Washington DC.
It is unlikely that at an advanced age, Stanley Fischer, now as No 2 at the US Federal Reserve, would change his habits,. [7]
In the meanwhile, Governor of Bank of Israel Karnit Flug inherited Bank of Israel, fraught with fraud and corruption.
