Tools for holding government accountable have existed all along, e.g., under Deprivation of Rights under the Color of Law.  Charges of violations of the Honest Services Fraud were primarily instrumental when used by federal prosecutors as predicated acts - part of criminal racketeering charges.  However, most individuals are not willing, ready, able to launch civil racketeering complaints against judges and other government entities on their own.

Regardless of the cause of action, UPR (Universal Periodic Review) Report to the United Nations, [1] papers filed with the US Supreme Court under Fine v Sheriff (09-A827), [2] and notice filed with Chief Judge of the US District Court, Central District of California, [3] compellingly documented that complaints by individuals against government pertaining to violations of Human, Constitutional, and Civil Rights are today routinely perverted through fraud in PACER and CM/ECF. 

The recent request for opinions by Prof Post, Dean of Yale Law School, and Prof Minow, Dean of Harvarad Law School, [4] documented how such alleged fraud in PACER and CM/ECF, relative to litigation of US v City of LA et al (2:00-cv-11769) was directly related to the ongoing holding of thousands of Rampart FIPs (Falsely Imprisoned Persons) [5] - victims of the Rampart corruption scandal (1998-2000).
In sum:  The statues in the books are irrelevant as long as the online public access and case management systems of the courts are not subjected to enforcement of the Rule Making Enabling Act 28 USC §2071-7, and with it - publicly accountable validation (certified functional logic verification).

I put the newly assigned judge in my case, Stephen Cunnison, into my search engine to take a look at his property loans. Not much to write home about—one, maybe two reconveyances over a span of ten years. I then took a look at his Form 700’s, which interestingly enough list Cunnison as a trustee in a cemetery - Olivewood Cemetery. So I stuck Olivewood Cemetary into the search engine for the grantor/grantee index for Riverside County. Once again, not too much to concern anyone—one reconveyance, nada  mas. On a hunch, I stuck the word “Olivewood†into that search engine and OMG!!  Looks like Olivewood Cemetery has a whole bunch of aliases—Olivewood Memorial Park, Olivewood Cemetary Trust, Olivewood Cemetary General Care Fund…the different names for the same institution go on and on and on. And to paraphrase Willy Nelson, “The reconveyances go on forever and the party never ends!†I will of course have to let the presiding judge know what I have uncovered.  I am beginning to feel like Diogenes, looking for an honest judge. Kids for Cash - Harvard, Yale law deans again asked to opine regarding alleged large-scale fraud in US courts computers.

Cambridge, Massachusetts, and New Haven, Connecticut, April 2   Harvard law school dean Martha Minow and Yale law school dean Robert Post were again requested by Human Rights Alert, a Los Angeles, California NGO, to review the evidence and provide their opinions regarding alleged large-scale fraud in the US Courts computer systems PACER and CM/ECF, which were installed over the past decade. [1]  The request came in conjunction with discussion of the Kids for Cash scandal in Luzerne County, Pennsylvania, and its counterpart the Rampart scandal (1998-2000) in Los Angeles County California, recorded at the online ABA (American Bar Association) Journal site. [2] Dr Joseph Zernik, Los Angeles County resident, and founder of Human Rights Alert, raised the question of refusal of the FBI and US Department of Justice to address the false imprisonment of thousands of Rampart FIPs (Falsely Imprisoned Persons) for over a decade in Los Angeles County, California, while prosecuting the alleged racketeering of judges in Luzerne County, Pennsylvania, under similar circumstances. 

In his repeat request for opinions, forwarded to deans Post and Minow, Dr Zernik further noted that the matters underlying the Los Angeles Rampart scandal came for review before the US District Court, Central District of California in litigation of US v City of LA et al (2:00-cv-11769).  The outcome of that litigation was the June 2001 Consent Decree, which served as the purported legal foundation for the office of Overseer for Civil Rights (2001-2009) in Los Angeles.  However, Dr Zernik alleged that the Consent Decree itself was subjected to the typical fraud in PACER and CM/ECF.  It appears as a valid court record in PACER, but Dr Zernik alleged that it was never truly entered and authenticated in CM/ECF.  Key provisions of the Consent Decree were later never enforced by the Overseer.  Such Consent Decree was alleged by Dr Zernik as void, not voidable court record, which was deemed as void by the Court itself. However, it was posed in PACER as a false and deliberately misleading record for public consumption.  Furthermore, Dr Zernik stated that the US District Court, Central District of California, now denied access to the records of the case with no explanation at all.

Given the severity of the allegations, and the clear example of their disastrous outcomes, Dr Zernik expressed his hope that the Harvard and Yale law schools deans would reconsider the request for opinions regarding alleged large-scale fraud in the US courts computer systems, which affected abuse of the Human, Constitutional, and Civil Rights of all who reside in the US.

On April 19, 2010, Human Rights Alert submitted its report to the United Nations as part of the first ever Universal Periodic Review (UPR) of Human Rights in the United States, pending November 2010. [3] The report cited the alleged large-scale fraud in the US and states court computers as a key enabling factor in the abuse of the Human Rights of the people of the United States.  The report called for publicly accountable validation (certified functional logic verification) of such computer systems in the courts and in correctional institutions.

Former Luzerne County Judge Michael Conahan has agreed to plead guilty to one count of racketeering conspiracy in the $2.8 million “kids for cash” scandal.

Conahan faces a maximum of 20 years in prison and a fine of up to $250,000 when he is sentenced, according to the Legal Intelligencer and the Associated Press. The agreement does not include a minimum sentence; instead it specifies the penalty will be “determined by the court.”

According to the Intelligencer, “The sentiment from several sources upon reviewing the plea deal was: ‘He must be singing like a bird.’ ” The sources said Conahan essentially ran the county and will be expected to name lawyers or others in the alleged conspiracy.

Conahan and another judge, Mark Ciavarella Jr., were accused of accepting kickbacks in exchange for jailing juveniles in a private detention facility. A federal judge rejected a plea deal last year that called for sentences of 87 months in prison, saying the defendants had not accepted responsibility for their wrongdoing.

Ciavarella’s lawyer, Al Flora Jr., told AP that his client maintains his innocence. ''He's going to trial,'' Flora said.
