Israel National Cyber Event Readiness Team is asked to ivestigate fraud in Israel Police email, pertaining to "court decree", purportedly prohibiting protest against the Attorney General's corruption...
The fake email message is likely to be related to Israeli law enforcement. It's intention is to extort compliance with a non-existent "Court Decree", which prohibits protest near the residence of Attorney General Avichai Mandelblit.  It is a common pattern of action of Israeli authorities in cyber space today - publication of invalid, fake information and records with the intention that the public accept their authority as valid and binding...
   
Figures: Israel National Cyber Event Readiness Team is asked to investigate a fake email message, which is perceived as related to Israel Police.  It intends to fake the existence of a "Court Decree", which prohibits demonstration near the residence of Attorney General Avichai Mandelblit.

OccutpyTLV, January 29 - repeat protests on Saturday nights against Attorney General Avichai Mandelblit in Petah-Tikvah in recent weeks has generated arbitrary and capricious violence by police.

Following the publication of a new Facebook "Event" last week, I inquired several times with Police Commander Barak Mordechai, asking for explanation of polce actions against law-abiding citizens, who exercise a fundamental right in civil society. Commander Mordechai failed to respond at all.

On the other hand, on Friday, January 27, I received an email message, purportedly from "Israel Police Spokesman":

Subject: איסור על הפגנה ליד ביתו של היועץ המשפטי לממשלה
To: 123456xyz@gmail.com
Dear Sir
Attached is a Court Decree, which prohibits you and your friends from protesting within 300 meters from  the residence of the Attorney General.
If you violate the Court Decree in the planned protest, in which you plan to participate, you shall be detained and brought before a judge for extension of the detention.  
Respectfully, 
Israel Police

In contrast with the text of the message, no "Court Decree" was attached to the message.

The email message was opined by data security persons as fabrication and/or fraud.

Repeat inquiries with the Israel Police, asking to confirm or refute the truth or falsehood of the email message, and truth or falsehood of existence of the "Court Decree" were never answered.  However, following the weekend's events, including detentions and court hearing in State of Israel v Klass et al (63343-01-17) - it is obvious that such "Court Decree" never existed...

Inquiry with Prof Eli Biham, head of the Technion Cyber Security Research Center in this matter has not been answered either (see below).  Moreover, past experience shows that Prof Biham refuses to comment on evidence of cyber fraud by Israeli government authorities on Israeli citizens...

The pattern of action is routine and simple: Publication in cyber space of fake, invalid records and information with the intention that the public accept them as valid and effectual State records and information.  Such conduct has been documented in recent years in all branches of government - the judicial branch (including decisions and judgments of the magistrate, district and supreme courts), the executive branch (including in particular the Ministry of Justice, the Enforcement and Collection Authority, and the Detainees' Courts), the legislative branch (protocols of Knesset committees, communications of the FOIA officer), Central Election Committee (election returns data and FOIA officer's resonses), and more...

Such conduct by State authorities undermines the Rule of Law. Moreover, given the scope of such fraudulent conduct, it should be deemed unannounced regime change.

Surprisingly,  later, a offer for help was received from Mr Eitan Lederman of the "Israel National Cyber Event Readiness Team" (the nature and lawful basis of this State agency could not be independently confirmed).  Following his explicit offer, I forwarded a request for investigation regarding the email message to the Center.

Mr Lederman explained the nature of the Center as follows:
The national Cert [sic- jz] operates as a government service to assist organizations in cyber security and handling of cyber attacks  and coordination of cyber incidents.
The Cert's incident management center started full scale operations from its new location in the Beer Sheva hi-tech park.
The center works 24/7 and is staffed by analysts, who were adequately trained at high level.
The analysts provide answers and assistance in combating cyber incidents in the general economy, including citizens, corporations and government offices. 
The case at hand is of course of unique interest - since the Israel National Cyber Event Readiness Team is asked to investigate an incident, where State agencies are the main suspects in perpetrating cyber threat on Israeli citizens, in order to undermine fundamental Civil Rights.

There is no doubt that the Center's response on this matter would teach us volumes regarding the state of e-government, cyber security, and the nature of the regime in Israel today.

ראש המרכז לחקר אבטחת סייבר בטכניון, פרופ' אלי ביהם התבקש לחוות דעתו לגבי דו"אל על "צו האוסר הפגנות" ליד ביתו של היועמ"ש אביחי מנדלבליט

הודעת דוא"ל התקבלה אתמול כביכול מדובר משטרת ישראל ו/או "מפלג אינטרנט ויחצ". תמסורת זאת אומרת שקיים “… צו בית המשפט האוסר עליך ועל חבריך להפגין ליד ביתו של היועץ המשפטי לממשלה...”, ומאיימת עלי ועל אחרים במעצר ופעולות משפטיות, אם נפר “צו” זה. תמסורת הדוא"ל הנ"ל נחזית על ידי ועל ידי אחרים הבקיאים באבטחת מידע כהונאה.
