Embarassing confrontation erupted in a "top secret" briefing to cabinet ministers by IDF Intel Commander Herzl Levy. Levy provided estimates that the causes of the current Palestinian wave of violence are:
* Attempts by Israelis to change the status quo on the Temple Mount
* The murder of the Dawabsha family, and refusal of Israel to prosecute the perps
* Long term despair and frustration with no hope in sight.
In response, Cabinet Minister Elkin (from Netanyahu's Likud party), then attacked the IDF General, telling him that he should not act as a spokesperson for the Palestinians. Elkin wanted IDF intel to state that the cause of the current wave of violence is: False propaganda by Palestinians.
The entire case is theater of the aburd, given the numerous committees and reforms of the "Intel Community" following the 1973 war (which caught both IDF and the civilian cabinet by surprise) to separate the intel community from the civilian authorities and their ideological fixations...

החלק שבו דיבר ראש אמ”ן הוגדר מראש כ”סודי ביותר”. הלוי פירט בפני השרים את הפעולות שנוקטת הרשות הפלסטינית למלחמה בטרור וחזר על עמדתה של מערכת הביטחון כי הרשות, בראשות אבו מאזן, מונעת טרור וכי שיתוף הפעולה הביטחוני מתקיים כסדרו. אחר כך הסביר הלוי איך רואים הפלסטינים את גל הטרור הנוכחי ומדוע, על פי התפיסה הפלסטינית, הוא פרץ. ראש אמ”ן מנה שלוש סיבות: המתיחות והניסיונות של ישראל להפר את הסטטוס קוו על הר הבית, הפיגוע במשפחת דוואבשה (שלא פוענח) ותחושות הייאוש והתסכול של הציבור הפלסטיני בהיעדר אופק מדיני.
בשלב הזה מחו כמה שרים, בראשם אלקין, שטען שמדובר בנושא פוליטי, וכי ראש אמ”ן מדברר בעצם את הפלסטינים. לדברי אלקין, צריך להגיד את האמת כי גל הטרור פרץ בגלל הסתה שקרית של גורמים פלסטיניים ואחרים. לדבריו, כשזו העמדה הישראלית (קרי, דברי ראש אמ”ן), מה הפלא שאחר כך קשה להסביר אותה בחו”ל.
ראש אמ”ן לא נותר חייב והסביר לשר אלקין את תפקידו: לדברי האלוף הלוי, תפקידו אינו לקבוע מדוע פרץ גל הטרור, אלא להסביר מה האויב חושב ומה האויב אומר בנושאים הללו. מה שאני אומר וסוקר, הדגיש ראש אמ”ן, זה מה שעובר בראש של האויב. הדיון בנושא התפתח לדין ודברים שבו השתתפו כמה שרים, אך לא עלה לווליום גבוה. האירוע עורר אי נוחות בקרב כמה שרים, וגם בצמרת צה”ל.

According to report in Hebrew media, a wave of such threats was again launched recently. Among the targets - activists for the civil rights of the Bedouine Arab minority in the Negev desert. The Israeli government is in the midst of an ongoing process of displacing them from their lands, demolishing their homes, in order to make room for new Jewish settlements.
The activists report that the Shin Bet offers money for becoming an informer, and threatens the activists and their family members.
Of note, the author of the report, in a credible alternative news outlet, remains anonymous...
The Israeli Association for Civil Rights has repeatedly issued press releases in recent years that such conduct by the Shin Bet is unlawful and "inconsistent with a democratic regime" (see links in comments).
