10-04-04 Los Angeles County Sheriff's Department: Multiplicity of False and Deliberately Misleading Booking Records // Los Angeles Departamento del Sheriff del Condado: La multiplicidad de falsa y deliberadamente engañosa Reserva Records

All of these records must be deemed false and deliberately misleading records. Moreover, the collection  demonstrates what appears as the standard in all justice system agencies today: On the one hand the agency keeps records that it deems the true legal record, on the other hand it provides the public access to other records, which the agency deems invalid records.

In the case of the Los Angeles County Sheriff’s Department:
1) Record #1- Los Angeles County Booking and Property Record - Printout from the Los Angeles County Booking Terminal of the La Verne Police Department. It is the only Booking Record, which is believed to be of the type that could have been a legally valid as a Los Angeles County Booking Record, had it been adequately executed. It was generated through the Booking Terminal of the La Verne Police Department.
a) In the original, it had the name of the booking officer (McKindley) and his finger print, as printed by the Booking Terminal at the time that he logged in to initiate the transaction.
b) However, the La Verne record must be deemed fraudulent on numerous accounts as well:
- In the case at hand it was generated without any valid warrant for the arrest of the individual.
- While the La Verne Police did not rob the arrestee of any property, for reasons that are not compatible with honesty, the arresting officer repeatedly tried to intimidate the arrestee into signing on the line now marked “*REFUSED*”. That space was created for signature by the prisoner upon return of the property to him. The only reasonable explanation for such efforts to deceive was if there was intent to steal the property that was removed from the Arrestee and put in storage.

2) Records # 2 and #4 – Printouts from the online Inmate Information Center, of the Los Angeles
County Sheriff’s Department -  must be deemed false and deliberately misleading records, from a  system which was created to deprive the people of Los Angeles of their Constitutional, Civil, and Human Rights. Such records could not possibly be deemed valid legal records, since they fail to be verified in any visible form, and there is no mention of any name of Sheriff Deputy or Police Officer, who was authorized to issue such record.
However, one should notice that in response to requests for California Public Records, which were the arrest and Booking Records of Attorney Richard Fine and Attorney Ronald Gottschalk, the Sheriff’s Department forwarded to Dr Zernik directly, and also through Supervisor Antonovich, in response to official inquiry, the false and deliberately misleading records from the online Inmate Information Center, and refused to produce any records from the Booking Terminal .

3) Record #3 – Los Angeles County Jail, Booking and Property Record – provided to Joseph Zernik by the Sheriff’s Deputy at IRC / Twin Towers Jail during the booking procedure. On the back of the record, information is provided to the prisoners. Such information starts by stating:
           THIS IS YOUR PROPERTY RECEIPT AND IDENTIFICATION. KEEP IT AT ALL TIMES.
Such record was never issued through the Booking Terminal which creates the definitive, valid Los Angeles County Booking Record with finger prints and photos. This record is a temporary paper record, which is completed by hand by the police officer or whomever brings an arrestee to the jail. Moreover, this record includes no signature of the police officer, neither does it include the name authority of the person who completed the form. Such information was possibly include in the areas that were redacted in the Prisoner’s Receipt. However, absent such verification, such record could not possibly be deemed a valid record.
It should be noted that Record #3 included Booking #2235341, while Record #1 included Booking #1343449. It has been noted previously that about 90% of the inmate in the Sheriff’s online Inmate Information Center have Booking #s from the High Series (in the 2 millions range), while some 10% have Booking # from the Low Series (in the 1.3 million range). The operation of such system with two series of booking number issued in parallel was noted already in the past as an indication of defect in integrity of the system. Based on the records provided here, it is speculated that the records in the 1.3 million (the Low Series) are the only true valid (if based on true warrants) Booking Records, and that the majority of the prisoners are held of the invalid temporary Booking Records in the 2 million series (the High Series).

In Conclusion:
1. The records provided here support the claims of large-scale fraud and false arrests and false imprisonments by the Los Angeles County Sheriff's Department, which were previously made based on surveys of data on the online Inmate Information Center. [2][3][4]
2. Conditions documented at the Los Angeles County Sheriff's Department support the call for publicly-accountable computer systems validation (certified, functional logic verification) throughout the US justice system.

Todos estos registros debe considerarse falsa y engañosa deliberadamente registros. Por otra parte, la colección se muestra lo que parece ser la norma en todos los organismos del sistema de justicia de hoy: Por un lado, la agencia mantiene los registros que considere el registro legal real, en la otra parte, proporciona el acceso del público a los otros registros, que la agencia considere registros válidos.


En el caso del Departamento del Sheriff del Condado de Los Angeles es: 
1) Registro # 1 - Condado de Los Angeles Reservas y Registro de la Propiedad - Impresión de Los Ángeles Condado de Reserva Terminal del Departamento de Policía de La Verne. Es el único registro de reservas, que se cree que es del tipo que podría haber sido una validez jurídica como un condado de Los Ángeles Reserva Registro, de haber sido debidamente ejecutado. Se generó a través de la Terminal de reservas del Departamento de Policía de La Verne. a) En el original, que tenía el nombre del oficial de reserva (McKindley) y su huella dactilar, tal como aparece por el Terminal de reservas en el momento en que se conectó para iniciar la transacción. b) No obstante, la trayectoria de La Verne, debe considerarse fraudulentos en numerosas cuentas, así: - En el caso que nos ocupa en que se generó sin orden válida de detención de la persona. - Si bien la Policía de La Verne no robó al detenido de cualquier propiedad, por razones que no son compatible con la honestidad, el agente que lo detuvo en varias ocasiones trataron de intimidar al detenido en firmar en la línea marcada ahora "* * NO QUISO". Ese espacio fue creado para la firma de los preso a su regreso de la propiedad a él. La única explicación razonable para estos esfuerzos para engañar era si había intención de robar la propiedad de que fue retirado de la Arrestado y puesto en almacenamiento.
2) Registros # 2 y # 4 - Impresiones de la línea Centro de Información de los Reclusos, de Los Ángeles Departamento del Sheriff del Condado - debe considerarse falsa y engañosa deliberadamente los registros, desde una sistema que fue creado para privar al pueblo de Los Ángeles de sus Constitucional, Civil, y Derechos Humanos. En estos registros no podían ser considerados válidos los registros legales, puesto que no se verificado en cualquier forma visible, y no hay mención de ningún nombre de Ayudante del Sheriff o el Oficial de Policía, que fue autorizado a emitir dicho registro. Sin embargo, uno debe notar que, en respuesta a las solicitudes de Registros Públicos de California, que fueron los detención y registros de reservas del abogado Richard Fine y el procurador Ronald Gottschalk, del Sheriff Departamento remitió al Dr. Zernik directamente, y también a través de Supervisor Antonovich, en respuesta a investigación oficial, las actas falsas y engañosas deliberadamente de la línea de información del Interno Centro, y se negó a aportar ningún registro de la Terminal de Reserva.
3) Registro # 3 - Los Angeles Cárcel del Condado, Registro de la Propiedad y Reserva - siempre a José Zernik por el diputado del Sheriff en el IRC / prisión Twin Towers, durante el procedimiento de reserva.En la parte posterior de la registro, se proporciona información a los prisioneros. Esta información comienza diciendo:
           ESTA ES SU RECIBO DE LA PROPIEDAD Y DE IDENTIFICACIÓN. EVITAR QUE EN TODO MOMENTO. Tal registro no fue expedido a través del Terminal de reservas que crea el definitivo, válido en Los Ángeles Reserva Registro con las huellas digitales y fotos. Este disco es un trabajo temporal registro, que se completa a mano por el agente de policía oa quien trae un detenido a la cárcel. Además, este registro no incluye la firma del oficial de policía, ni tampoco incluye el nombre autoridad de la persona que rellenó el formulario. Esta información fue, posiblemente, incluir en las áreas que fueron redactadas en la recepción del Prisionero. Sin embargo, dicha verificación ausente, dicho registro no puede posiblemente se considerará un registro válido. Cabe señalar que el Registro # 3 # 2235341 incluidos reservas, mientras que Record # 1 incluido Reservas # 1343449. Se ha tomado nota de que aproximadamente el 90% de los reclusos en la línea del Sheriff del Interno Centro de Información han Reservas # s de la Serie Alta (en el rango de 2 millones), mientras que un 10% tienen reservas de la Serie # baja (en el rango de 1,3 millones de euros). La operación de dicho sistema con dos series de número de reserva presenta en paralelo ya se señaló en el pasado como una indicación de defecto en la integridad del sistema. Con base en los registros previstos aquí, se especula que los registros de la 1,3 millones (la baja de la serie) son los únicos verdaderos válido (si se basa en órdenes de verdad) Los registros de reservas, y que la mayoría de los prisioneros se llevan a cabo de las Actas válida temporal de reservas en los 2 millones de serie (la serie alta).
En conclusión:

1. Los registros, que aquí respalde las afirmaciones de fraude a gran escala y las detenciones y los encarcelamientos falsos falsa por el Departamento del Sheriff del Condado de Los Angeles, que fueron presentadas con anterioridad sobre la base de encuestas de datos sobre la línea Interno del Centro de Información. [2][3][4]
2. Condiciones documentado en apoyar el Condado de Los Angeles Departamento del Sheriff de la convocatoria de equipo público-responsable validación de los sistemas (certificado, la verificación lógica funcional) en todo el sistema de justicia de EE.UU..
