I am getting ready to submit a reply to opposition to my motion for Summary Judgment in Taitz v Colvin.

Please, see a docket below. You will see more obstruction of Justice. Document 7 filed by the Department of Justice on behalf of the Carolyn Colvin, acting commissioner of Social Security has disappeared from the docket. Also, a supporting affidavit by FOIA officer Dawn Wiggins has disappeared. You can see document 6 and 8 while 7 is missing. I am extremely angry. Documents should not disappear in Federal courts, particularly documents relating to the usurpation of the US Presidency by a foreign criminal with a stolen Social Security number.

I am trying to find this document in paper form or electronic form to submit to the judge, however this US Attorney often does not provide me with a paper copy and I asked the judge to sanction him for that.

Please, check your records, please, send to me a copy of document 7 to my e-mail address orly.taitz@hushmail.com. I am planning to make a big deal out of it, as it contains evidence of FOIA officer, attorney Dawn Wiggins defrauding the court..

For over 10 years (2002-2013) Ms Sarah Lifschitz falsely appeared as "Chief Clerk" of the Israeli Supreme Court. During these years, numerous Supreme Court records were forged, and falsification of court records, conduct of simulated process became a routine. Following the filing of criminal fraud complaints against “Chief Clerk” Lifschitz and Presiding Justice Grunis, Lifschitz departed on October 31, 2013. Recently, the website of the Supreme Court has started showing Ms Idit Meloul as “Chief Clerk”, with no formal notice of the appointment. Presiding Justice Asher Grunis has also refused to present Ms Meloul's appointment record as “Chief Clerk” of the Supreme Court, or address the appointment at all. The ongoing appearance of impostors in the office of Chief Clerk of the Supreme Court undermines the integrity of the entire Israeli justice system! Not less alarming is the self-censorship of all Israeli media regarding the entire affair, amounting to breach of loyalty, or treason in high places. Grunis must resign!

Presiding Justice Asher Grunis must resign!

OccupyTLV, March 09 – reminder has been sent to Israeli Presiding Justice Asher Grunis, pertaining to request for a copy of the appointment record of Ms Idit Meloul as the Supreme Court's new “Chief Clerk”. [1]

Presiding Justice Grunis, who had previously responded on a number of letters, pertaining to the office of Chief Clerk, failed to respond on a February 19, 2014 request for Melloul's appointment records. [2]

Ms Melloul had previously appeared on the web page of the Supreme Court as "Assistant Chief Clerk", even in the absence of a lawfully appointed Chief Clerk. However, the same web page has recently started listing Ms Melloul as "Chief Clerk", with no "Assistant Chief Clerk" listed any longer.  

Yet, no appointment record has been found in the official registry; or any notice by media of this senior appointment. Presiding Justice Grunis has also failed so far to respond on the matter at all.

Absent clarification by Presiding Justice Grunis, the most plausible explanation is that the false appearance of Idit Meloul as “Chief Clerk” is the default follow-up for the false appearance of Ms Lifschitz in the same office.

On October 15, 2013, a criminal fraud complaint was filed against Asher Grunis, relative to the appearance of Lifschitz as “Chief Clerk”.

On October 31, 2013, "Chief clerk" Sarah Lifschitz "departed" from the Supreme Court.

During the decade of Lifschitz's false appearance as Chief Clerk, numerous Supreme Court records were forged and falsified, and conduct of simulated process became a routine. 

Still, following Lifschitz's departure, Presiding Justice Asher Grunis first refused to disclose, who held the authorities of Chief Clerk of the Supreme Court.

Presiding Justice Grunis also failed to provide:

* Appointment records of “Chief Clerk” Sarah Lisfschitz

* Appointment records of “Head, Pro Se Section” Attorney Danni Ben Tovim

* Valid certification “True Copy of the Original” of decisions, judgments of the Court.

The office of Attorney General Yehudah Weinstein refused to respond either in the affirmative or in the negative on a request to authorize the investigation of the criminal fraud complaint against Presiding Justice Grunis.

Most recently, Ms Idit Meloul's name has started appearing as “Chief Clerk” on the web site of the Supreme Court. However, no official listing of the appointment, or record of it has been found in the official register, or in Israeli media.

And Presiding Justice Grunis has refused to present Ms Melloul's appointment record, or address the matter of her appointment at all.

In Israel, as is the case in other courts, which originated in the English common law, the Chief Clerk is charged with integrity of court records.  Israeli courts ruled as well, that a court with no lawfully operating office of the clerk, is an incompetent court.

Yet, the entire affair has never been mentioned in Israeli media, including:

* The filing of fraud complaints v “Chief Clerk” Sarah Lifschitz, and Presiding Justice Asher Grunis;

* The departure of “Chief Clerk” Lifschitz;

* The appearance of a new “Chief Clerk” Idit Melloul;

* Failure to document the lawful appointment of new “Chief Clerk” Idit Melloul;

* Refusal of Presiding Justice Grunis to respond on the matter of Melloul's appointment at all.

It should be noted, that the resignation of the Chief Clerk of the Israeli cabinet, Mr Natan Eshel, a couple of years ago, featured in the headlines for a while. [7]

The fraud complaints against Lifschitz and Grunis are only part of the outcome of the Human Rights Alert (NGO) submission to the United Nations. The Human Rights Alert submission was incorporated into the 2013 UPR report on Israel, with a note referring to “lack of integrity in the electronic records of the Supreme Court... in Israel.”

Such fraud in matters that are central to integrity of the administration of the Supreme Court amounts to Breach of Loyalty, or treason in high places!

The last couple of decades have also seen the opening of unprecedented gaps in income and asset distributions in Israel, much of it, under the color of law – through actions in the courts. [5-6]

The 2013 Human Rights Alert submission described conditions of the justice system in Israel – a constitutional crisis in a nation with no constitution!

Under Presiding Justice Grunis, corruption of the justice system has reached new records.  Presiding Justice Asher Grunis cannot be trusted in restoration of the integrity of office of Chief Clerk, and with it, integrity of the Supreme Court itself.

Presiding Justice Asher Grunis must resign!

מאהל המחאה ת"א, 19 לפברואר – תזכורת נשלחה לנשיא בית המשפט העליון השופט אשר גרוניס לגבי בקשה להבהיר את טיב מינויה של הגב' עידית מלול בבית המשפט העליון, על ידי המצאת העתק של כתב מינויה ל"מזכירה ראשית", אם מונתה כלל. [1]

לשכת הנשיא גרוניס שהשיבה על תכתובת קודמת בנוגע למשרד "המזכיר הראשי" של בית המשפט העליון, לא השיבה עד היום על בקשה מיום ה-19 לפברואר, 2014, בנוגע לכתב מינויה של הגב' מלול. [2]

הגב' מלול הופיעה עד לאחרונה בתואר "סגנית מזכירה ראשית", גם בהעדר מזכיר ראשי ממונה כחוק. אולם לאחרונה החל אתר בית המשפט העליון לציין את הגברת מלול כ"מזכירה ראשית".

יחד עם זאת, לא נמצא כל כתב מינוי ברשומות, או הודעה בכלי התקשורת על דבר מינוי בכיר זה. גם נשיא בית המשפט העליון גרוניס סירב לענות על כה בעניין זה כלל.

ללא הבהרה בעניין מנשיא בית המשפט העליון גרוניס, הסבר סביר לעניין זה הוא שהתחזותה של עידית מלול ל"מזכירה ראשית", הוא ההמשך שבשגרה להתחזותה של שרה ליפשיץ למחזיקה באותו התפקיד לפניה.

ב-15 לאוקטובר, 2013, הוגשה תלונה פלילית נגד אשר גרוניס, בקשר להתחזותה של ליפשיץ ל"מזכירה ראשית".

ב-31 לאוקטובר, 2013, פרשה "המזכירה הראשית" שרה ליפשיץ מבית המשפט העליון.

במשך יותר מ-10 שנים, בהן התחזתה שרה ליפשיץ למזכירה ראשית, זויפו ושובשו רבים מכתבי ההחלטות בבית המשפט העליון, והליכים למראית עין התנהלו כדבר שבשגרה.

לאחר פרישתה של ליפשיץ, סירב נשיא בית המשפט העליון גרוניס לגלות, מי מחזיק בסמכויות המזכיר הראשי.

נשיא בית המשפט העליון גרוניס סירב גם:

* להציג את כתב המינוי של "מזכירה ראשית" שרה ליפשיץ,

* להציג את כתב המינוי של "ראש מדור בלתי מיוצגים" ע"וד דני בן-טובים,

* לסייע בקבלת אישורים כדין, "העתק מתאים למקור", על החלטות ופסקי דין של בית המשפט העליון מן התקופה האחרונה.

משרדו של היועץ המשפטי לממשלה, עו"ד יהודה ויינשטיין מסרב לענות ישירות, לחיוב או לשלילה, על בקשה להורות על חקירה פלילית של נשיא בית המשפט העליון בפרשה זאת.

עם כל זאת, החל שמה של הגב' עידית מלול להופיע לאחרונה באתר בית המשפט העליון כ"מזכירה ראשית". אולם לא נמצאה כל הודעה רשמית על מינוי בכיר זה ברשומות, או בכלי התקשורת.

נשיא בית המשפט העליון גרוניס, גם הוא מסרב לענות על הבקשה לקבלת העתק כתב מינויה של הגב' מלול, או להתייחס למינויה בכל דרך שהיא.

בישראל, כמו באומות אחרות בהן נובעים בתי המשפט מן המשפט האנגלי המקובל, המזכיר הראשי של בית המשפט אחראי על יושרת הכתבים. בתי המשפט בישראל גם הם פסקו בעבר, שבית דין הפועל ללא מזכירות כחוק, הוא בית דין בלתי כשיר.

ולאור כל זאת, יש לציין שהפרשה כולה מתרחשת לנגד עינינו בימים אלה, ללא כל איזכור בתקשורת בישראל, ובכלל זה:

* הגשתן של תלונות פליליות על הונאה נגד "מזכירה ראשית" ליפשיץ ונשיא בית המשפט העליון אשר גרוניס,

* פרישתה של "מזכירה ראשית" ליפשיץ,

* הופעתה של "מזכירה ראשית" חדשה – עידית מלול,

* אי פרסום רשמי של מינויה של "מזכירה ראשית" עידית מלול,

* סירובו של הנשיא גרוניס להתייחס למינויה של עידית מלול כ"מזכירה ראשית".

יש לציין שהתפטרותו של מזכיר ממשלת ישראל מר נתן אשל לפני כשנתיים, כיכבה זמן רב בכותרות החדשות. [5]

התלונות על הונאה נגד ליפשיץ וגרוניס היו חלק מן התוצרים של דו"ח "סייג לזכויות האדם" (NGO) על ישראל לשנת 2013. הדו"ח הפך לחלק מן הדו"ח הרשמי של מועצת זכויות האדם של האו"ם על ישראל,בלוויית ההערה "חוסר יושרה בכתבים האלקטרוניים של בית המשפט העליון... בישראל".

משמעותן של תלונות אלה על הונאה בעניין כה מרכזי לניהול בית המשפט העליון, הוא הפרת אימונם ובגידה בידי פקידי ממשל בכירים!

דו"ח "סייג לזכויות האדם" (NGO) על ישראל לשנת 2013, תיאר מצב עניינים זה כ"משבר חוקתי באומה ללא חוקה".

העתקי הבקשה מהיום הוגשו לשרת המשפטים ציפי לבני ולוועדת הכנסת לחוק, חוקה ומשפט.

תחת כהונתו של נשיא בית המשפט העליון אשר גרוניס הגיעה שחיתות מערכת המשפט בישראל לשפל המדרגה.  אי אפשר לצפות מגרוניס יוזמה לתיקון יושרת משרד המזכיר הראשי, ואיתו, לתיקון יושרת בית המשפט העליון כולו.
