a) Arrived with no accompanying letter (authentication) and with no name of their sender, or the purpose of their mailing.
b) Were not signed by the corresponding judicial authority.
c) Bear disclaimers “subject to editing and phrasing changes”.
d) Bear language of the purported certification, which is not the one authorized by law: It says “Copying is true to the original”, instead of “True copy of the original”.
e) Bear illegible signature on the purported certification, with neither the name, nor the authority of the signer under the signature.
The requests for certification were filed after the "departure" on October 31, 2013, of the Supreme Court's "Chief Clerk" Sarah Lifschitz. Her departure closely followed the filing with the Israel Police of criminal fraud complaint against Presiding Justice Grunis, documenting that Ms Lifschitz was an impostor, who appeared for over a decade as "Chief Clerk" with no lawful appointment and no lawful authority. During this period, Supreme Court records were forged and falsified on a routine basis.
In the aftermath, Presiding Justice Grunis refused to disclose, who today holds the ultimate authority of "Chief Clerk" of the Supreme Court.
In Israel, as in other nations, the chief clerk is responsible for integrity of the court's records, and the Israeli courts themselves ruled that a court with no lawful office of the clerk is an incompetent court.
The petition in Dr Joseph Zernik v Justice Minister Tzipi Livni and Director of the Court Michael Spitzer, claimד that the latest generation of computerized systems of the Israeli courts undermineד the authorities of the chief clerks of the courts and permits unprecedented corruption of the courts. It was also accompanied with appearance of impostors with no lawful appointment as "Chief Clerks" in the Israeli courts.
Similar conditions prevail today in the state and federal courts in the United States.
Corruption of the courts and the legal profession is central to the current socio-economic crisis in both Israel and the United States.

בית משפט המסרב לאשר את החלטותיו הוא, הריהו מאושר כמושחת. הבקשה מתייחסת לכתבים בעתירה לבג"ץ, הטוענת שהדור האחרון של מערכות מחשבים בבתי המשפט בישראל מאפשרת שחיתות חסרת תקדים בבתי המשפט. הראיות מצביעות על כך שהעתירה עברה הליך שיפוטי למראית עין, וכתבי בית דין למראית עין הונפקו בעתירה זאת. מצב דומה שורר היום בבתי המשפט בארה"ב. הן בישראל והן בארה"ב, שחיתות בתי המשפט ומקצוע עריכת הדין הם גורם מרכזי במשבר החברתי-כלכלי הנוכחי.

מאהל המחאה, ת"א, ה-23 לינואר - דר' יוסף צרניק, מסייג לזכויות האדם (NGO) הגיש לנשיא בית המשפט העליון אשר גרוניס בקשה חוזרת לאישור "החלטה" ו"פסק דין" בעתירה דר' יוסף צרניק נגד שרת המשפטים ציפי לבני ומנהל בתי המשפט מיכאל שפיצר (2689/13).
בבתי משפט שמקורם בחוק האנגלי המקובל, אישור כדין "העתק מתאים למקור" הוא צעד ראשון להבחנה בין כתבי בית דין בני תוקף וכתבי בית דין למראית עין.
הבקשה הנוכחית באה לאחר בקשה קודמת, שהוגשה לרשמת בית המשפט העליון ליאת בנמלך. בתגובה לבקשה הקודמת, התקבלו כתבים:
א. שנשלחו ללא מכתב מלווה (אוטנטיקציה), ללא שם השולח או סיבת המשלוח.
ב. שאינם חתומים על ידי הגורמים השיפוטיים המתאימים.
ג. הנושאים תניית פטור: “כפוף לשינויי עריכה ונוסח".
ד. שלשון האישור עליהם אינה תואמת את לשון האישור שבתקנות: האישורים אומרים "העתקה מתאימה למקור", ולא "העתק מתאים למקור".
ה. שחתימת המאשר עליהם אינה קריאה, ושם החותם/ת וסמכותו/ה אינם מופיעים תחת החתימה.
הבקשות לאישור הכתבים הוגשו לאחר "פרישתה" ב-31 לאוקטובר, 2013, של "מזכירה ראשית" של בית המשפט העליון שרה ליפשיץ. פרישתה באה זמן קצר לאחר הגשתה במשטרת ישראל של תלונה פלילית על הונאה נגד אשר גרוניס, לגבי הופעתה כמתחזה ל"מזכירה ראשית" של הגברת ליפשיץ, ללא מינוי כחוק וללא כל סמכות חוקית, במשך למעלה מעשר שנים. בתקופה זאת זויפו ושובשו כתבי בית המשפט העליון כעניין שבשגרה.
בהמשך, סירב נשיא בית המשפט העליון אשר גרוניס לגלות, מי מחזיק היום בסמכות העליונה כמזכיר ראשי של בית המשפט העליון.
בישראל, כמו בבתי משפט של אומות אחרות, המזכיר הראשי אחראי ליושרת כתבי בית המשפט. בתי המשפט בישראל פסקו גם הם, שבית דין בו אין פועלת מזכירות כחוק, הוא בית דין בלתי כשיר.
העתירה, דר' יוסף צרניק נ שרת המשפטים ציפי לבני ומנהל בתי המשפט מיכאל שפיצר, טוענת שהדור האחרון של מערכות המחשבים בבתי המשפט בישראל ערערה את משרדי המזכירות וסמכויות המזכירים הראשיים, ומאפשרת שחיתות חסרת תקדים בבתי המשפט בישראל.
תנאים דומים שוררים היום בבתי המשפט בארה"ב.
