Mostly it was a matter of criminal investigators not getting assistance and documentation from regulators - in this case the Office of the Comptroller of the Currency, the Office of Thrift Supervision and the Fed.

Regarding your piece: Why Countrywide execs were not prosecuted, let me offer you an alternative explanation.

No Countrywide executives have been prosecuted, since there was no way to try them in any court in the United States.  They were directly connected to the LA-JR (Los Angeles Judiciary Racket).

For additional information, please see the linked opinion and letter by James Wedick, an FBI veteran, who was decorated by US Congress, FBI Director, and US Attorney General. [1, 2]

The case directly involved ANGELO MOZILO, SANDOR SAMUELS, BRIAN MOYNIHAN, more than 10 judges of the Los Angeles Superior Court, led by California Judge JACQUELINE CONNOR (notorious as the central figure in the Rampart scandal), US Judge VIRGINIA PHILLIPS, US Magistrate CARLA WOEHRLE, and Clerk of the US Court TERRY NAFISI of the US District Court, Central District of California. Bribing of state and US judges by financial institutions must be a serious concern. [5]
