The news item, now posted by former FBI Coleen Rowley is not new. After it was first leaked, it turned out that the German company exported its products to nations under oppressive regimes. Later, the German government claimed to impose restrictions on the export of such products.
With it, one must assume that similar tools are used in most western nations.
