  Rob Zillig The CIA is most certainly superior, they could have anyone in the FBI monitored or assassinated without them even knowing. That being said, the smear campaign and firing of Petraeus was due to him not being fit for the job of CIA director, at least one of the reasons for this were because he is critical of our use of torture.
