It's a slippery slope from a "soft totalitarian" to "hard totalitarian" regime. Already in 2010, as part of data mining of PACER record in federal courts across the US, I identified an unmatched series of MJ cases in the US District Court, Central District of California. In such cases, US agencies appeared before notoriously corrupt US magistrates and got the court's stamp of approval for the moving of poorly identified persons and things from point A to point B. My gues was that it was related to the Extraordinary Rendition program.
Now, the practices are appearing also in state and local law enforcement agencies. jz
