greenlighted government "leaking" to demonize Russia and control US
public opinion as well as keep up the FBI's own "morale" in their
benighted "war" on terrorism.
I'm not sure if it's possible through FOIA to get the amounts of the big monetary extra "awards" given out in each of these sensational "global war on terror" cases but my guess is dispensing thousands, totaling hundreds of thousands of dollars, is an effective morale booster. H/T Joseph Zernik
