Following wide distribution publication, describing fraud and fabrications by Judge Eliyahu Bachar in a matter pertaining to street dwellers and the right to protest, Ombudsman of the Judiciary office decided to join the fraud... A fake "personal and confidential" notice purported to confirm receipt of "Your December 25, 2016 complaint, our number 875/16". In response, " Notice to cease and desist conduct of a fake (“fabricated”) complaint process" was sent to the Ombudsman of the Judiciary. The notice states that the correct way to address criminality by judges on the bench is by application of the criminal code. Therefore, conduct of complaints by the Ombudsman of the Judiciary, particularly a fake complaint, is a despicable fig leaf - nothing more.
The best example of the situation is the Judge Varda Alshech "Fabricated Protocols" scandal. The complaint process and Ombudsman of the Judiciary decision in that case documented in great detail par excellence criminality by Judge Varda Alshech and others in the Tel-Aviv District Court in collusion with the Administration of Courts (primarily Attorney Barak Laser). And yet, the Ombudsman of the Judiciary's complaint process was inherent to the failure to enforce the criminal code on the criminals.
The Ombudsman of the Judiciary's decision in the "Fabricated Protocols" scandal also documents in detail the use of Net-HaMishpat (case management system) as an instrument for organized crime, which is common today in the courts. And yet, even after the Ombudsman decision, no material measures were undertaken to correct the system.
In Amona, the government showered NIS 150 m on forty families, and Attorney General Mandelblit bent over backwards to fabricate legality of land grabs and illegal construction. The camp in Alrozorov was built pursuant to an agreement between the City of Tel-Aviv and the protesters - as part of the eviction of the camp in Rothschild Ave in 2012. Now, the authorities offer the street-dwellers living in the camp NIS 7,500 and try to enforce their eviction, which would end, as one of them told me: "On the bench on the other side of the street."
Also in their attempts to evict the Arlozorov camp the authorities display contempt of the law - Judge Eliyahu Bachar in collusion with the City of Tel-Aviv, attorneys, "activist" Rotem and others perpetrates Fraud Upon the Court - conduct of totally fabricated court process and the publication of fabricated court records.
Still, there is one strange distinction between Amona and the Arlozorov camp: In the Arlozorov camp, the City of Tel-Aviv wouldn't enforce the eviction on the members of a large Iraqi, Muslim family, who are not Israeli citizens. There is nothing new to it. City of Tel-Aviv enforcement staff has been explaining for several years the arbitrary and selective enforcement by the fact that the Iraqis are "State persons" - a separate class, which is above citizens and above the fabricated law...
Until we imprison some of the criminal judges, nothing will change!

Ms Menachem-Weber:
An
email message was received from you yesterday, copied below, which is
herein rejected as fundamentally false. Such “personal-confidential”
message purports to confirm the receipt in your office of my
complaint, which was entered as Tel-Aviv District/875/16, but fails
to state the name of the judge – apparently Judge Eliyahu Bachar.
I
have never filed a complaint with your office against Judge Eliyahu
Bachar or any other judge.
The
background for your false and misleading notice is probably my wide
distribution publication describing Fraud Upon the Court by Judge
Eliyahu Bachar from the Tel-Aviv District Court, sitting as Court for
Administrative Matters, in a matter pertaining to street dwellers and
the right to protest. [1]
As
detailed in “Request to Inspect”, which I filed in Russov
et al v City of Tel-Aviv et al
(18790-10-14),
Judge
Eliyahu Bachar conducts in this court file sham/simulated/
”fabricated” court process, where it is impossible to know who
the parties are,
what the foundation for the authority of those who appeared as
“Counsel” is,
and what the foundation is
for the
purported jurisdiction
of the Court in such
case
on persons, who are not party to the process and have no standing in
the matter dealt in it. [2]
In such process Judge Eliyahu Bachar also issued
sham/simulated/”fabricated” court records, which are now used by
the City of Tel-Aviv and others as an instrument for extortion. [3]
All
the above are cardinal traits of criminality on the bench and
organized crime in the Tel-Aviv District Court. However, such
conditions are not exceptional at all. “Senior legal scholars”
have recently described such conditions as
a
“total jungle in the courts” - where the judges ignore both the
facts and the law. [4]
Exhibit
A of the “Request to Inspect” demonstrates that such
circumstances are routine now in the Israeli courts, and that the
instrument for such purpose is a fraudulent case management system –
Net-HaMishpat. Therefore, the office of Administration of Courts,
which developed, implemented and operates the system, should be
deemed central to organized crime in the Israeli courts today.
The
attempt by your office to produce false representation of complaint
by me to the Ombudsman of the Judiciary in this matter should be
undoubtedly deemed inseparable part of such organized crime. I have
never
had any intention of filing any complaint with your office in this or
any other matter. From
my perspective,
your office is a despicable fig leaf for organized crime in the
courts – nothing more.
The
correct way
to address criminality by judges is by enforcing the criminal code on
them – since there is no judicial immunity for Fraud Upon the
Court. However, the Attorney General refuses to investigate and
prosecute obvious criminality by judges – e.g., conduct of Judges
Yitzhak Cohen, Esther Hellman, and Avraham Avraham in State
of Israel v Roman Zadorov
(502-07) in the Nazareth District Court. In that case, judges
conducted sham/simulated/”fabricated” murder trial on
an
innocent person, which led to his false, arbitrary arrest as
purported murder convict – with no lawfully made Verdict,
Sentencing, or Arrest Decree records. [5,6]
The
Attorney General continues to refuse to instruct criminal
investigation in this matter.
The
cardinal example of the role of the Ombudsman of the Judiciary as a
fig leaf for criminality on the bench is of course Judge Varda
Alshech’s “Fabricated Protocols” scandal. The complaint
process, which was conducted by the Ombudsman of the Judiciary
documented in great detail organized crime by Judge Varda Alshech and
others in the Tel-Aviv District Court in collusion with the
Administration of Courts. The Ombudsman’s May 31, 2012 Decision
also provides detailed
accounting of the use of
Net-HaMishpat as the instrument of such organized criminality. [7]
However, the
Ombudsman of the Judiciary’s complaint process was inherent to the
failure to enforce the criminal code on a criminal judge and her
partners in crime, including Attorney Barak Laser of the
Administration of Courts. In addition, no significant corrective
measures were launched in the wake of the Ombudsman's decision
relative to Net-HaMishpat system.
For
all the above reasons, I herein demand that you immediately delete
any complaint that was entered under my name with the office of the
Ombudsman of the Judiciary. The entry of such complaint under my name
is false and misleading.
