Such protest is exempt from licencing pursuant to the Police Act of 1971 [Amended version].
Such protest is exempt from licensing also pursuant to binding Supreme Court ruling - Movement for Quality Government v Israel Police 6536/17 (Goren Square affair). Supreme Court Presiding Justice Hayut Judgment in the Goren Square affair rules that protests that are for the Rule of Law and against corruption - are exempt from licensing, regardless of the number of participants. Hayut's Judgment addressed protest including speeches, a fortiori protests including neither procession, nor speeches of any kind are exempt.
Needless to state, such protest is not in the vicinity of any public figure's residence. In fact it is conducted in front of government institution - the Tel-Aviv City Hall - as often recommended by law and justice agencies. Therefore, such protest is also within the boundaries of Levy v Commander of the Southern District - Israel Police 153/83 (Rabbi Ovadia Yosef affair), to the degree that such precedent is still in force and effect.

משמרת מחאה מסוג זה אינה זקוקה לרישיון על פי פקודת המשטרה [נוסח חדש], התשל"א-1971.
משמרת מחאה מסוג זה גם אינה זקוקה לרישיון על פי ההלכה הפסוקה – פס"ד בגץ 6536/17 התנועה למען איכות השלטון בישראל נ' משטרת ישראל (פרשת כיכר גורן). בפסה"ד של הנשיאה אסתר חיות נקבע שהפגנות שהן בעד שלטון החוק ונגד השחיתות – אינן זקוקות לרישיון ללא הגבלת מספר המשתתפים. שם היה מדובר בהפגנות שכללו נאומים. קל וחומר במשמרת מחאה ללא נאומים כלל.
לא למותר לציין שמחאה מסוג זה אינה בקרבת ביתו של איש ציבור כלשהו, אלא מול מוסדות השלטון. לפיכך מחאה זאת גם עומדת בגדרי ההלכה הפסוקה -בג"צ 153/83 לוי נ' מפקד המחוז הדרומי, פ"ד לח (2) 393 (1984) (פרשת הרב עובדיה יוסף), ככל שהלכה זו בכלל נהוגה היום.
