OccupyTLV, July 15 - requests for help were filed with Prof Ron Harris, Dean - Tel Aviv University Law School, Prof Amiahi Cohen, Dean - Ono Academic College Law School, Prof Shahar Lifschitz, Dean - Bar Ilan University Law School, Prof Sharon Rabin Margaliyot, Dean - IDC Herzlia Law School, and Prof Yuval Shani, Dean - Hebrew University Law School.  The Deans were asked to assist in identifying academic staff members with expertise for opining regarding: Fraud in implementation and operation of the computer systems of the Supreme Court, and appearance of the impostor Ms Idit Melul as "Chief Clerk" of the Supreme Court.

The request pertains to a complaint, which was filed with the Israeli State Ombudsman by Joseph Zernik, PhD, of Human Rights Alert (NGO). [1-4]

The letter to the Deans notes that the complaint, filed with the State Ombudsman, is in part based on the findings of my report to the UN Human Rights Council, which was incorporated into the Council's Periodic Report on Israel (2013) with the note, "lack of integrity in the electronic record systems of the Supreme Court... in Israel." [5-8] Parts of the report were also presented and published, subject to anonymous peer review, in international computer science (Data Mining) conferences, and in the World Criminology Congress.

The letter notes that previously, opinions were received of academic staff members from computer science departments of Israeli universities. However, experienced have been difficulties in identifying academic staff members with suitable expertise, who would be willing to opine in this matter, from Israeli law schools.

הבקשה נובעת מתלונה שהוגשה למבקר המדינה על ידי דר' יוסף צרניק מסייג לזכויות האדם. [1-3]

המכתב מציין שהתלונה למבקר המדינה מבוססת בחלקה על ממצאים מדו"ח שכתבתי למועצת זכויות האדם של האו"ם, ושנכלל בדו"ח התקופתי של המועצה על ישראל (2013) בלוויית ההערה, "חוסר ישרה במערכות הכתבים האלקטרוניים של בית המשפט העליון... בישראל". [4-7] חלקים מדו"ח זה גם הוצגו ופורסמו בכפוף לבדיקת עמיתים אנונימית בכנסים בינלאומיים למחשבים (כריית נתונים) ובקונגרס העולמי לקרימינולוגיה.

המכתב אומר שחברי סגל אקדמאים ממחלקות למחשבים מאוניברסיטאות בישראל חיוו את דעתם בנושא. אולם קשיים התגלו בזיהוי אנשי סגל אקדמאים בעלי כישורים מתאימים שיהיו מוכנים לחוות דעתם בעניין מבתי ספר למשפטים.
